Explanation

BACKGROUND

The purpose of this ordinance is to appropriate $6,000.00 to Columbus City Council to provide for planning and legal consultation services related to the Safety Forces Residential Incentive Program (SFRIP). The City contracts for outside legal counsel on various matters, including those related to the administration of SFRIP. This pilot program will provide forgivable home loans for police and fire recruits that purchase a home in Columbus and reside there for a period of five (5) years or more. The funding is being appropriated from the Public Safety Initiative subfund.


EMERGENCY DESIGNATION: Emergency action is requested in order to immediately provide payment for the legal and consultation services necessary for the pilot project.


FISCAL IMPACT: Total appropriation is $6,000.00 and is available in the 2020 budget within the Public Safety Initiative subfund, Fund 1000-100016.

Body

WHEREAS, the Safety Forces Residential Incentive Program will provide forgivable home loans for police and fire recruits that purchase a home in Columbus; and

WHEREAS, this program will serve as an incentive for those charged with the safety of City residents to live in some of the same neighborhoods that they work; and,

WHEREAS, the City seeks outside legal counsel on various matters, including those related to the aforementioned incentive program; and,

WHEREAS, $6,000.00 is available in the Public Safety Initiative subfund for appropriation to provide for this counsel; and

WHEREAS, an emergency exists in the usual daily operation of Columbus City Council, in that it is necessary to ensure that funds can be provided for these planning and legal consultation services for the immedi...
