Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Trebel LLC for the Sustainable Columbus Community Choice Aggregation project. The purpose of this project is to implement a program that provides City of Columbus residents and small commercial retail companies a means to pool their aggregate demand for electric and/or natural gas accounts, so that economies of scale can be used to purchase energy at a reduced cost and increased use of renewable energy sources. The primary goals of the City’s electric and/or natural gas aggregation program will be to 1) provide competitive retail energy supply costs for Columbus citizens; 2) support renewable energy development, especially local renewable energy generation, to advance Columbus’ sustainable economy; and 3) to ensure that supplier(s) provide quality, reliable service and first-rate customer service.

Trebel LLC will assist the City with developing a Community Choice Aggregation program (before and after the City’s ballot initiative), which will include implementing a communications plan to support the City’s Community Choice Aggregation ballot initiative, assisting the City in all steps to obtain certification from the Public Utilities Commission of Ohio to become a government aggregator for electric and/or natural gas supply, and developing an RFP for electric and/or natural gas supply for Columbus residents and small commercial retail electric and/or natural gas accounts.

The Department of Finance and Management, Office of Construction Management, solicited Request for Proposals for the implementation of the Sustainable Columbus Community Choice Aggregation project.
