Explanation

 

1. BACKGROUND:  This Ordinance authorizes the Director of Public Utilities to renew the professional engineering services agreement with DLZ Ohio, Inc. for the Hap Cremean Water Plant (HCWP) Sludge Line Improvements Project, Capital Improvements Project No. 690510-100004, Division of Water Contract No. 2236.

 

The Hap Cremean Water Plant (HCWP) sludge disposal line was constructed in the late 1970’s to provide an economical means to transfer treatment residuals from the HCWP facility to the McKinley Avenue Quarry. This sludge disposal line continues to be an essential asset to the City’s largest water treatment facility. Beginning in 1997, the 12-inch diameter sludge disposal line began experiencing an increase in break frequencies. As a result, the Division of Water (DOW) has conducted several studies and completed various capital improvements to the sludge disposal line. A previous condition inspection completed on 10 miles of the sludge disposal line (under CIP 690538-100001) identified various areas that are in need of replacement. The project will replace portions of the 12-inch HCWP sludge force main along Morse Road, Bethel Road, and Riverside Drive.

 

DLZ Ohio was awarded detail design services, original contract (PO142612), with the intent to legislate for a contract renewal for Engineering Services During Construction (current request).

 

Professional engineering services are divided into two steps as follows:

 

Step 1 - Preliminary and Detailed Design (initial agreement, PO142612)

Step 2 - Engineering Services During Construction (this Renewal No. 1)

 

Work performed to date includes Step 1 Preliminary and Detailed Design services.  Work to be performed under this renewal is Engineering Services During Construction.

 

Planning area:  “99 - Citywide” since HCWP serves several communities.

 

1.1 Amount of additional funds to be expended:  $631,000.00

1.2. Reason other procurement processes are not used: 

Engineering services during construction were included in the RFP advertisement for which the Division received proposals on May 25, 2018 from interested firms.  The current consultant has gained detailed knowledge of the condition of the structures and is the Engineer of Record for the proposed improvements.  Bidding this work out would delay the project, require duplication of effort, and increase the cost of the work.

 

1.3. How cost of renewal was determined:

DLZ Ohio developed a proposal for the hours/resources necessary to complete the Step 2 services and City staff reviewed it. 

 

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: 

The project is intended to replace sections of a force main known to be structurally deficient.  Replacement of these sections will reduce the risk of pipe failures and discharges to the surrounding environment. This project is part of the City’s ongoing efforts to maintain a reliable supply of safe drinking water to its customers, which will result in sustainable economic growth well into the future.

 

3. CONTRACT COMPLIANCE INFO:  31-1268980, expires 1/2/21, MBR, DAX No. 4939.

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against DLZ Ohio, Inc.

 

4. FISCAL IMPACT: A transfer of funds within the Water G.O. Bonds Fund - Fund No. 6006 will be necessary as well as an amendment to the 2019 Capital Improvements Budget.

To authorize the Director of Public Utilities to renew the professional engineering services agreement with DLZ Ohio, Inc. for the Hap Cremean Water Plant (HCWP) Sludge Line Improvements Project for the Division of Water; to authorize a transfer and expenditure up to $631,000.00 within the Water General Obligations Bond Fund; and to authorize an amendment to the 2019 Capital Improvements Budget.  ($631,000.00)

 

 

Body

 

WHEREAS, Contract No. PO142612 was authorized by Ordinance No. 2290-2018, passed September 24, 2018, was executed on October 24, 2018, and approved by the City Attorney on October 26, 2018, for the Hap Cremean Water Plant (HCWP) Sludge Line Improvements Project; and

 

WHEREAS, Contract Renewal No. 1 (current) is needed for Engineering Services During Construction; and

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to renew the professional engineering services agreement with DLZ Ohio, Inc. for the HCWP Sludge Line Improvements Project; and

 

WHEREAS, it is necessary to authorize a transfer and expenditure of funds within the Water G.O. Bonds Fund, for the Division of Water; and 

 

WHEREAS, it is necessary to authorize an amendment to the 2019 Capital Improvements Budget for purposes of providing sufficient funding and expenditure authority for the aforementioned project expenditure; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Water, to authorize the Director of Public Utilities to renew the professional engineering services agreement with DLZ Ohio, Inc., for the HCWP Sludge Line Improvements Project, for the preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized and directed to renew the professional engineering services agreement with DLZ Ohio, Inc. (FID# 31-1268980); 6121 Huntley Road, Columbus, Ohio 43229; for the HCWP Sludge Line Improvements Project, in an amount up to $631,000.00.

 

SECTION 2.  That the transfer of $173,691.12, or so much thereof as may be needed, is hereby authorized between projects within Fund 6006 - Water G.O. Bonds Fund, per the account codes in the attachment to this ordinance.  (*There is already $457,308.88 in Fund 6006, CIP 690510.)

 

SECTION 3.  That the 2019 Capital Improvements Budget is hereby amended within Fund 6006 - Water G.O. Bonds Fund, as follows:

SECTION 4. That the expenditure of $631,000.00 or so much thereof as may be needed, is hereby authorized in Fund 6006 - Water G.O. Bonds Fund, in Object Class 06 - Capital Outlay, per the accounting codes in the attachment to this ordinance.

 

SECTION 5.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 7.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 8.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 9.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
