Explanation

This ordinance is to authorize the Director of the Recreation and Parks Department to enter into contract with Strawser Paving Company, in the amount of $1,045,245.55, for the construction of the Big Walnut Trail - Elk Run to Winchester Pike. This ordinance will also authorize an expenditure of $97,023.00 for the Department of Public Service to provide Professional Construction Management Services for this project. The total expenditure is $1,142,268.55.

Background: The development of the Big Walnut Trail - Elk Run to Winchester Pike includes the construction 0.8 miles of 10-ft wide asphalt trail from the existing trailhead in Elk Run Park, to Winchester Pike, in Southeast Columbus. The construction of the trail also includes retaining wall installation, tree plantings, and the installation of storm water management features, including culverts and an off-site detention and water quality basin. Once completed, the southern section of the Big Walnut Trail will be over 2.5 miles long, from Williams Road to a dense multi-family neighborhood on Winchester Pike. The construction project is anticipated to start on or about June 10, 2020, and all work shall be substantially completed by June 15, 2021.

The Big Walnut Trail is one of the significant greenways in Central Ohio. Long range plans for the Big Walnut corridor include building a 30-mile greenway from Hoover Reservoir to the Big Walnut Creek’s confluence with the Scioto River. Planning for this corridor began several years ago as a means of connecting several thousand Columbus residents of the Elk Run/Williams Road/Winchester Pike community to the regional network. During the past 8 years, the City has acquired 4 miles of greenway corridor stretching from Three Creeks Park to Nafzger Park. The construction of Big Walnut Trail - Elk Run to Winchester Pike contributes to the long term goal for the Big Walnut corridor.
