Explanation

 

This ordinance is to authorize the Director of the Recreation and Parks Department to enter into contract with Strawser Paving Company, in the amount of $1,045,245.55, for the construction of the Big Walnut Trail - Elk Run to Winchester Pike. This ordinance will also authorize an expenditure of $97,023.00 for the Department of Public Service to provide Professional Construction Management Services for this project. The total expenditure is $1,142,268.55.

 

Background:  The development of the Big Walnut Trail - Elk Run to Winchester Pike includes the construction 0.8 miles of 10-ft wide asphalt trail from the existing trailhead in Elk Run Park, to Winchester Pike, in Southeast Columbus. The construction of the trail also includes retaining wall installation, tree plantings, and the installation of storm water management features, including culverts and an off-site detention and water quality basin. Once completed, the southern section of the Big Walnut Trail will be over 2.5 miles long, from Williams Road to a dense multi-family neighborhood on Winchester Pike. The construction project is anticipated to start on or about June 10, 2020, and all work shall be substantially completed by June 15, 2021.

 

The Big Walnut Trail is one of the significant greenways in Central Ohio.  Long range plans for the Big Walnut corridor include building a 30-mile greenway from Hoover Reservoir to the Big Walnut Creek’s confluence with the Scioto River.  Planning for this corridor began several years ago as a means of connecting several thousand Columbus residents of the Elk Run/Williams Road/Winchester Pike community to the regional network.  During the past 8 years, the City has acquired 4 miles of greenway corridor stretching from Three Creeks Park to Nafzger Park. The construction of Big Walnut Trail - Elk Run to Winchester Pike contributes to the long term goal for the Big Walnut corridor.

Proposals were advertised through Vendor Services, in accordance with City Code Section 329, on March 24, 2020 and received by the Recreation and Parks Department on April 10, 2020 from the following:

After reviewing the bids that were submitted, it was determined that Strawser Paving Company was the lowest and most responsive bidder.

 

Strawser Paving Company and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

Emergency Justification: An emergency is being requested in order to enter into this contract so that the contractor can begin work by June 10, 2020 and be substantially complete with the work by June 15, 2021, as stated in the invitation for bids. 

 

Benefits to the Public: Cycling, walking, running, and other active trail uses provide highly recognized year-round benefits to urban lifestyles. This trail segment also connects users to high quality parks, natural areas, and recreation.

 

Community Input/Issues: Access to trails and to parks is one of the top rated priorities noted by residents. Additionally, the department had interaction with the Southeast area community, Three Rivers civic association, MORPC’s Central Ohio Greenways, and the area commissions, to help develop and gather support for extending the Big Walnut trail corridor.

Master Plan Relation: The construction of the Project improves access to trails and greenways corridors and provides safe connections for nearby neighborhoods to the regional trail network. Trails are a significant component of the City’s health and wellness, diversity, social equity, and conservation initiatives.

 

Fiscal Impact: $1,142,268.55 is budgeted and available from within the Recreation and Parks Voted Bond Fund 7702 to meet the financial obligations of this contract.

To authorize the Director of the Recreation and Parks Department to enter into contract with Strawser Paving Company for the construction of the Big Walnut Trail - Elk Run to Winchester Pike; to authorize the transfer of $1,142,268.55 within the Recreation and Parks Bond Fund; to amend the 2019 Capital Improvements Budget Ordinance; to authorize the expenditure of $1,142,268.55 from the Recreation and Parks Bond Fund; and to declare an emergency. Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks Department to enter into contract with Strawser Paving Company for the construction of the Big Walnut Trail - Elk Run to Winchester Pike; and

 

WHEREAS, it is necessary to authorize the transfer of $1,142,268.55 within the Recreation and Parks Bond Fund; and

 

WHEREAS, it is necessary to amend the 2019 Capital Improvements Budget Ordinance No. 1326-2019; and

 

WHEREAS, it is necessary to authorize the expenditure of $1,142,268.55 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with Strawser Paving Company so that the contractor can begin work in June 2020 and be substantially complete with the work by June 2021, as stated in the invitation for bids, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Recreation and Parks Department is authorized to enter into contract with Strawser Paving Company for the construction of the Big Walnut Trail - Elk Run to Winchester Pike.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That the transfer of $1,142,268.55, or so much thereof as may be needed, is hereby authorized between projects within the Recreation and Parks Bond Fund 7702 per the accounting codes in the attachment to this ordinance.

 

SECTION 6. That the 2019 Capital Improvements Budget Ordinance 1326-2019 is hereby amended as follows in order to provide sufficient budget authority for this ordinance and future projects.

SECTION 7. That the expenditure of $1,142,268.55 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Voted Recreation and Parks Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachment to this ordinance.

 

SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
