Explanation:

 

This ordinance is to authorize the Director of Public Utilities and the Director of Recreation and Parks to enter into a Maximum Reimbursement Contract and a Cooperative Agreement with the Ohio Department of Natural Resources (ODNR) for the Nottingham Boat Ramp Improvements Project in an amount up to $800,000.00 (ODNR to reimburse City).

 

Background: This legislation authorizes the Director of Public Utilities and the Director of Recreation and Parks to enter into a Maximum Reimbursement / Cooperative Agreement with the Ohio Department of Natural Resources (ODNR), for the Nottingham Boat Ramp, located on the Griggs Reservoir (City of Columbus property).  This is one of two ramps ((1) Nottingham and (2)Trabue Murphy) that are being proposed for rehabilitation as part of an overall improvement project.   The funding from this agreement applies only to the Nottingham Boat Ramp.  The Trabue-Murphy Ramp is not eligible for funding from ODNR as it is a non-motorized paddle craft access point to Griggs Reservoir.

 

The City of Columbus (City), Departments of Public Utilities and Recreation and Parks are coordinating with ODNR to invest funding in the Nottingham and Trabue-Murphy Boat Ramps located at Griggs Reservoir.  The existing ramps include floating docks which will be repaired and reused. One additional dock at each location that matches the existing docks in dimensions and style will also be included, creating a total of three floating docks at each site. Rock channel protection will be included to protect the docks (and shoreline) and extend their useful life.

 

Additionally, parking for the boat ramps will be modified to allow for one new ADA accessible trailer parking space and two new ADA car parking spaces.  This agreement also defines maintenance responsibilities between the City and ODNR along with conditions related to state and federal funds used to help fund the improvements. 

 

The project is estimated to start construction in September/October 2020 and is anticipated to be complete in the summer of 2021.  The opinion of probable construction cost is $1,327,145.00 (Nottingham=$987,788.00, Trabue-Murphy=$339,357.00).

 

ODNR has designated a maximum of $800,000 of State and Federal funding towards this improvement in the form of a reimbursement.  Upon approval, the City will publicly bid and construct the proposed improvements and obtain reimbursements subject to this agreement.  There will be a future legislative request that will authorize the Director to enter into contract and appropriate funds towards the construction of these improvements.  The funding for these improvements will include the reimbursement from ODNR and the Voted Recreation and Parks Bond Fund.

Emergency Justification: Emergency Legislation is necessary as the City cannot advertise the project for Construction prior to the Director being authorized to enter into this reimbursement agreement.  It is financially advantageous to begin construction as soon as possible to allow weather dependent work to complete prior to March 2021, to also comply with the 404 permitting.  Further, we are asking that this be approved as an emergency to meet ODNR’s fiscal year requirements of June 30, 2020.

 

Community Input/Issues: This project has been an outstanding request by the Griggs Reservoir/Parkland users as well as the Ohio Department of Natural Resources.  The current ramps are is in poor condition, include dated designs, and limit accessibility.

Fiscal Impact: No fiscal action is required at this time. Future legislation will encumber funding for this project as needed.

Body

 

WHEREAS, the Departments of Public Utilities and Recreation and Parks are coordinating with Ohio Department of Natural Resources (ODNR) to invest funding in the Nottingham and Trabue-Murphy Boat Ramps located at Griggs Reservoir; and

 

WHEREAS, the project involves repairing and reusing existing floating dock ramps, adding an additional dock at each location that matches the existing docks in dimensions and style, and creating a total of three floating docks at each site, and rock channel protection will be included to protect the docks (and shoreline) and extend their useful life; and

 

WHEREAS,  it is necessary to authorize and direct the Director of Public Utilities and the Director of Recreation and Parks to enter into a Maximum Reimbursement Contract and a Cooperative Agreement with the ODNR for the Nottingham Boat Ramp Improvements Project; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks and Public Utilities Departments in that it is immediately necessary to authorize the Directors to enter into Agreements with the ODNR so the City can begin to advertise the project for Construction as soon as possible, all for the preservation of the public health, peace, property and safety; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities and the Director of Recreation and Parks are hereby authorized to enter into a Maximum Reimbursement Contract and a Cooperative Agreement with the Ohio Department of Natural Resources (ODNR) for the Nottingham Boat Ramp Improvements Project.

 

SECTION 2. That future legislation will encumber funding for this project as needed.

 

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
