Explanation

1.  BACKGROUND

This ordinance authorizes the Chief Innovation Officer to enter into contract with Path Master Incorporated to enhance the Smart Columbus Connected Vehicle Environment project, a part of the Smart City Challenge.  Ordinance Number 1901-2017 authorized the Public Service Director to transfer signature authority to the Chief Innovation Officer or the Chief Innovation Officer's designee for all past, present and future Smart Columbus, Smart City Challenge, Paul G. Allen Family Foundation contracts, documents, and projects

 

The contract work includes furnishing and installing vehicular radar detection systems at 21 traffic signals, and integration of the radar detection systems into the traffic signal central control system.  This equipment will provide additional sources and types of data for traffic engineers and allow data analysis for performance measures. 

 

The estimated Notice to Proceed date is June 12, 2020. 

 

Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against Path Master Incorporated.

 

2.  CONTRACT COMPLIANCE INFORMATION

The contract compliance number for Path Master is CC006583 and expires 02/15/2021.

 

3.  BID WAIVER

Path Master is the local sales representative of Econolite which is a Key Leveraged Partner on the Smart City Challenge project.  Key Leveraged Partners are identified in the City’s contract with the United States Department of Transportation (USDOT) for the Smart City Challenge.  Key Leveraged Partners are expected to make a significant contribution of goods and/or services to the project at little or no cost share to the City.  The total value of the project is $158,000, with $78,000 in equipment/services being contributed to the project by the vendor and the City paying $80,000.00 in cost share contribution. 

 

4.  FISCAL IMPACT

This is a budgeted item within the Department of Public Service’s 2019 Capital Improvement Budget.  Funds in the amount of $80,000.00 are available for this project in Fund 7704, the Streets and Highways Bond Fund, Project P530163-100000 (Smart City Challenge) as Voted Carryover.  An amendment to the 2019 Capital Improvement Budget is required to establish sufficient budget authority for the project.

 

5. EMERGENCY DESIGNATION

Emergency action is requested in order to complete the contract work at the earliest possible time to meet time commitments made to the United States Department of Transportation for the Smart City Challenge.

Body

WHEREAS, the Smart Columbus Program Management Office is engaged in the Smart Columbus Connected Vehicle Environment project; and 

 

WHEREAS, as part of the project it is necessary to install a vehicular radar detection system at traffic signals and integrate them into the traffic signal central control system; and

 

WHEREAS, it is necessary to waive the competitive bidding requirements of Columbus City Code and enter into a contract with Path Master to supply the equipment and services; and

 

WHEREAS, Ordinance Number 1901-2017 authorized the Public Service Director to transfer signature authority to the Chief Innovation Officer or the Chief Innovation Officer's designee for all past, present and future Smart Columbus, Smart City Challenge, Paul G. Allen Family Foundation contracts, documents, and projects; and

 

WHEREAS, the Chief Innovation Officer requires funding to be available for the Smart Columbus Connected -Connected Vehicle Environment project; and

 

WHEREAS, it is necessary to authorize an amendment to the 2019 Capital Improvements Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, an emergency exists in the usual daily operation of the Smart Columbus PMO in that it is immediately necessary to authorize the Chief Innovation Officer to execute a contract with Path Master to meet time commitments made to the United States Department of Transportation for the Smart City Challenge., thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the 2019 Capital Improvements Budget, authorized by Ordinance 1326-2019, be and is hereby amended as follows to establish sufficient authority for this project:

SECTION 2.  That City Council finds that it is in the best interest of the City to waive the formal competitive bidding requirements of Columbus City Code Chapter 329 to enter into contract with Path Master for the enhancements to the Smart City Challenge - Connected Vehicle Environment project.

 

SECTION 3.  That the City’s Chief Innovation Officer, on behalf of the Director of Public Service, be and is hereby authorized to execute a professional services contract with Path Master Incorporated, 1960 Midway Drive, Twinsburg, Ohio, 44087, in the amount of up to $80,000.00 for enhancements to the Smart City Challenge - Connected Vehicle Environment project.

 

SECTION 4.  That the expenditure of $80,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7704 (Streets and Highways Bond Fund), Dept-Div 5912 (Division of Design and Construction), Project P530163-100014 (Smart City Challenge - Connected Vehicle Environment), in Object Class 06 (Capital Outlay), per the account codes in the attachment to this ordinance.

 

SECTION 5.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

 

SECTION 8.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
