Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Service to enter into professional services contracts with American Structurepoint in the amount of up to $500,000.00 for the ASR - Hamilton Rd from SR161 to Central College Road project.

 

The intent of this contract is to provide the City of Columbus with traffic analysis, preliminary engineering documents, and detailed design plans for improvements to Hamilton Road which is anticipated to include reconstruction and widening along with the installation of new curb, sidewalks, shared use path, storm sewer, street lighting, street trees, and traffic signals along Hamilton Road from the SR161 interchange to Central College Road.  Improvements also include modifications to the eastern interchange ramps at SR161, capacity improvements to Hamilton Road through the interchange, and installation of pedestrian and bicycle facilities south to the northern E. Dublin-Granville Road intersection.

The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the ASR - Hamilton Rd from SR161 to Central College Road contract.  The project was formally advertised on the Vendor Services and Bonfire web sites from March 23, 2020 to April 24, 2020The City received seven responses.  Six proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on April 24, 2020.  The responding firms were:

American Structurepoint received the highest score by the evaluation committee and will be awarded the ASR - Hamilton Rd from SR161 to Central College Road contract. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against American Structurepoint, Inc.

 

The $500,000.00 requested for this contract is an amount estimated to be needed for the completion of preliminary engineering for the project.  A contract modification is planned to fund final engineering.  The amount needed for final engineering will not be known until preliminary engineering has been completed.  An ordinance will be submitted requesting Council’s approval to fund final engineering once that dollar amount is known. 

 

2.  CONTRACT COMPLIANCE

American Structurepoint’s contract compliance number is CC007019 and expires 07/16/2021. 

 

3.  FISCAL IMPACT

Funding for this contract is available within Fund 4421 (Rocky Fork TIF).  Funds will need to be appropriated in Fund 4421, transferred to Fund 7421 (Rocky Fork TIF Capital), and then appropriated in Fund 7421.  Project expenses will be paid from Fund 7421.

 

4. EMERGENCY DESIGNATION

Emergency action is requested to expedite this contract to complete the project in a timely manner.

To appropriate funds within the Rocky Fork TIF; to transfer funds from the Rocky Fork TIF to the Rocky Fork TIF Capital Fund; to appropriate funds within the Rocky Fork TIF Capital Fund; to authorize the Director of Public Service to enter into a professional services contract with American Structurepoint for the ASR - Hamilton Road from SR161 to Central College Road project; to authorize the expenditure of up to $500,000.00 from the Rocky Fork TIF Capital Fund to pay for this contract; and to declare an emergency.  ($500,000.00)

 

Body

WHEREAS, there is a need to enter into a professional services contract to provide for various professional engineering, survey, and technical expertise for the department to implement improvements to Hamilton Road from SR161 to Central College Road; and

 

WHEREAS, the Department of Public Service, Office of Support Services, solicited Requests for Proposals for the ASR - Hamilton Rd from SR161 to Central College Road project; and

 

WHEREAS, American Structurepoint submitted the best overall proposal for this project; and

 

WHEREAS, it is necessary to enter into a contract with American Structurepoint for the provision of professional engineering consulting services described above in the amount of up to $500,000.00; and

 

WHEREAS, funds are required to pay for the contract; and

 

WHEREAS, funds in the amount of $500,000.00 are available for this project in Fund 4421, Rocky Fork Blacklick TIF; and

 

WHEREAS, it is necessary to appropriate funds in Fund 4421, Rocky Fork Blacklick TIF; and

 

WHEREAS, it is necessary to authorize a transfer of funds from Fund 4421, Rocky Fork Blacklick TIF to Fund 7421, Rocky Fork TIF Capital, to establish sufficient cash to pay for the project; and

 

WHEREAS, it is necessary to appropriate funds in Fund 7421, Rocky Fork TIF Capital Fund; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director of Public Service to enter into contract with American Structurepoint in order to complete the project in a timely manner, thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2020, the sum of $500,000.00 is appropriated in Fund 4421 (Rocky Fork TIF), Dept-Div 4402 (Economic Development), Project P533001-100000 (ASR - Hamilton Rd from SR161 to Central College Rd) in Object Class 10 (Transfer Out Operating) per the account codes in the attachment to this ordinance.

 

SECTION 2.  That the transfer of $500,000.00 or so much thereof as may be needed, is hereby authorized from Fund 4421 (Rocky Fork TIF), Dept-Div 4402 (Economic Development), to Fund 7421 (Rocky Fork TIF Capital), Dept-Div 5912 (Design and Construction) per the account codes in the attachment to this ordinance.

 

SECTION 3.  That from the unappropriated monies and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the fiscal year ended December 31, 2020, the sum of $500,000.00 is appropriated in Fund 7421 (Rocky Fork TIF Capital), Dept-Div 5912 (Design and Construction), Project P533001-100000 (ASR - Hamilton Rd from SR161 to Central College Rd) in Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

SECTION 4.  That the, Director of Public Service be, and hereby is, authorized to enter into a professional services contract with American Structurepoint at  2550 Corporate Exchange Drive, Suite 300, Columbus, Ohio, 43231, for the ASR - Hamilton Rd from SR161 to Central College Road project in an amount up to $500,000.00.

 

SECTION 5.  That the expenditure of $500,000.00, or so much thereof as may be needed, is hereby authorized in Fund 7421 (Rocky Fork TIF Capital), Dept-Div 5912 (Design and Construction), Project P533001-100000 (ASR - Hamilton Rd from SR161 to Central College Rd) in Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.

SECTION 6.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 8.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 9.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
