Title: To amend the 2019 Capital Improvement Budget, to authorize the Director of Finance and Management to enter into a contract on behalf of the Office of Construction Management with General Temperature Control for the replacement of mechanical chillers and condensers; to authorize the transfer of $2,633,000.00 between projects within the Construction Management Capital Improvement Fund; to authorize the expenditure of $2,633,000.00 from the Construction Management Capital Improvement Fund; and to declare an emergency. Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with General Temperature Control for a new mechanical chillers and evaporative condensers at City Hall located at 90 West Broad Street and Central Safety Building located at 120 Marconi Boulevard.
This project will include providing four new mechanical chillers and two new evaporative condensers that serve comfort cooling to City Hall and the Central Safety Buildings. The project will also include new pumps, variable frequency drives, all associated components, and labor. These upgrades are necessary as the chiller systems are past their useful life and it has become necessary to replace them. The new units will also reduce energy consumption.
Formal bids were solicited and the City received two (2) bids (0 F1, 0 MBE) on April 2, 2020 as follows:

The Office of Construction Management recommends the bid and award be made to the lowest, responsive, and responsible bidder, General Temperature Control.

General Temperature Control Contract Compliance No. 31-1201236, expiration date November 29, 2020.

Emergency action is requested so that necessary HVAC renovations at City Hall and the Central Safety Building can begin as soon as practical due to the long lead time for this equipment.
