Explanation

Background:

This legislation is to appropriate supplemental grant funds from the Ohio Department of Aging, Franklin County Office on Aging and U.S. Department of Housing and Urban Development, as administered by the Central Ohio Area Agency to carry on various services for the balance of 2020 and for 2021.

 

Emergency Justification:  Emergency action is requested in order to continue services beyond December 31, 2020, without service interruption as stipulated in the various grant requirements.

 

Fiscal Impact:  The fiscal impact of this ordinance will be to reduce the Recreation and Parks Grant Fund's unappropriated balance by $12,896,000.00.  This appropriation will enable the Recreation and Parks Department to continue those programs as required by the granting agencies for the balance of 2020 and 2021.

 

 

Title

To authorize a supplemental appropriation in the amount of $12,896,000.00 to the Recreation and Parks Grant Fund for the operation of various grant programs administered by the Central Ohio Area Agency on Aging; to authorize the City Auditor to transfer appropriations between object classes for the Ohio Department of Aging, Franklin County Office on Aging and U.S. Department of Housing and Urban Development, aging programs; and to declare an emergency. ($12,896,000.00)

 

Body

WHEREAS, it is necessary to appropriate grant funds so that the Central Ohio Area Agency on Aging of the Recreation and Parks Department can provide services beyond FY 2020 without service interruption, thus this measure is being submitted as emergency legislation; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to appropriate said funds for the preservation of public health, peace, property, safety, and welfare; Now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Central Ohio Area Agency on Aging, Department of Recreation and Parks, is authorized to accept grant funds, and upon receipt of notice of award or executed agreement, the sum of $12,896,000 is appropriated to Recreation and Parks Department No. 51, Fund No. 2286 per the account codes in the attachment to this ordinance.

 

SECTION 2.  That the monies in the foregoing Section 1 shall be paid upon the order of the Director of Recreation and Parks, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 3.    At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5That the City Auditor is hereby authorized to transfer appropriations between object classes for the Ohio Department of Aging, Franklin County Office on Aging and U.S. Department of Housing and Urban Development, aging programs as needed up request by the Central Ohio Area Agency on Aging.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes same.
