Title: To authorize the Finance and Management Director to enter into two (2) Universal Term Contracts for the option to purchase Concrete Mixes and Maintenance Products with HD Supply and Sutherlands Lumber; to authorize the expenditure of $2.00 from General Budget Reservation BRPO001343; and to declare an emergency. ($2.00).
Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase Concrete Mixes & Maintenance products with HD Supply and Sutherlands Lumber. The Department of Public Service is the primary user for concrete mixes. Ready mix concrete mixes are used to repair damaged concrete retention walls, sidewalks and other small concrete repairs. The term of the proposed option contracts would be approximately three (3) years, expiring October 31, 2023, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on August 20, 2020. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO001343.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ016130). Two (2) bids were received.

The Purchasing Office is recommending award to the overall most responsive, responsible and best bidders as follows:

HD Supply, CC# 002046 expires 8/26/2022, Items# 2, 10 & 14, $1.00
Sutherlands Lumber, CC#007987 expires 1/2/21, Items# 1, 3-9 & 11-13, $1.00

Total Estimated Annual Expenditure: $50,000.00, Department of Public Service the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation be considered an emergency measure because the current contract expires 10/31/2020.

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
