Explanation

 

Background: This ordinance is to authorize the Director of the Recreation and Parks Department to enter into contract with Playworld Midstates for the supply and installation of a playground adjacent to the Linden Park Early Childhood Education Center. The contract amount is $330,207.50, with a contingency of $33,000.00, for a total of 363,207.50 being authorized. The funding for this contract is being provided by the Community Development Block Grant (CDBG) in accordance with the 2020 Annual Action Plan as approved by Council.

 

The Linden Park Playground Improvements project is focused upon providing safe and accessible play opportunities for children in the Linden Park Early Childhood Education Center curriculum as well as those throughout the neighborhood and city. This new playground will exceed current accessibility standards with updated rubberized safety surfacing. The playground will provide a safe, enclosed area for pre-k kids to enjoy with benches and a small shelter for caregivers supervising the young children. The play equipment design is state of the art with ground level play interaction encouraging universal accessibility and cooperative play. In addition, storm drainage equipment will be installed to avoid storm drainage ponding. Linden area residents, and all who wish to, will have access to the playground when the neighboring school is not in session.

 

Bids were advertised through Vendor Services, in accordance with City Code Section 329, on August 4, 2020 and received by the Recreation and Parks Department on August 18, 2020. Bids were received from the following companies.

After reviewing the bids that were submitted, it was determine that Playworld Midstates was the lowest and most responsive bidder. Playworld Midstates and all proposed subcontractors have met code requirements with respect to prequalification, pursuant to relevant sections of Columbus City Code Chapter 329.

Benefits to the Public: Safe and accessible playgrounds are one of the core charges of Recreation and Parks.  The Department monitors the life span of play spaces routinely to make sure that safe, quality equipment is provided to the public.

Master Plan Relation: This project supports the Recreation and Parks Departments’ Master Plan by providing one of the top needs of the community, which are improvements to neighborhood parks that provide opportunities for fitness and wellness.

 

Fiscal Impact: $363,207.50 is budgeted and available from within the CDBG Fund 2248 to meet the financial obligations of this contract. 

 

Title

 

To authorize the Director of Recreation and Parks to enter into contract with Playworld Midstates for the supply and installation of a playground adjacent to the Linden Park Early Childhood Education Center; to authorize the appropriation of $363,207.50 within the CDBG Fund and in accordance with the 2020 Annual Action Plan as approved by Council; and to authorize the expenditure of $363,207.50 from the CDBG Fund. ($363,207.50)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with Playworld Midstates for the supply and installation of a playground adjacent to the Linden Park Early Childhood Education Center; and

 

WHEREAS, it is necessary to authorize the appropriation of $363,207.50 within the CDBG Fund 2248 and in accordance with the 2020 Annual Action Plan as approved by Council; and

 

WHEREAS, it is necessary to authorize the expenditure of $363,207.50 from the CDBG Fund 2248; and

 

WHEREAS, it has become necessary in the usual daily operations of the Recreation and Parks Department to authorize the Director to enter into contract with Playworld Midstates for the supply and installation of a playground adjacent to the Linden Park Early Childhood Education Center for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Playworld Midstates for the supply and installation of a playground adjacent to the Linden Park Early Childhood Education Center.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That the appropriation of $363,207.50 is authorized within the CDBG Fund 2248 per the accounting codes in the attachment to this ordinance and in accordance with the 2020 Annual Action Plan as approved by Council. 

 

SECTION 6. For the purpose stated in Section 1, the expenditure of $363,207.50 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the CDBG Fund 2248 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 7. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
