Explanation

 

Background: This ordinance is to authorize the Director of the Recreation and Parks Department to modify the contract with Abbot Studios to provide professional services associated with the Maloney Park Improvements Design Project. The modification amount being authorized is $24,060.00, making a new aggregate total of $43,560.00 for this contract. The funding for this contract and modification is being provided by the Urban Infrastructure Recovery Fund (UIRF).

 

The South Linden Area Commission requested various improvements to Maloney Park through the UIRF Program. City staff, from the Recreation and Parks Department and the Department of Development, worked with the Area Commission to identify and prioritize the scope of improvements for the park. As a result, a scope of items was developed to include the re-alignment and re-paving of the existing asphalt loop walking path, repair or replacement of the existing gazebo, and running electrical service to the gazebo for an annual summer concert series.

 

The original contract for Heritage and Maloney Park Electrical Design was authorized by PO223866, per 0079-2016. The original contract with Abbot Studios only included scope for bringing electrical service to the gazebo as the asphalt loop walking path design is being done in-house by departmental staff. At the time of the original contract, damages to the existing gazebo were not known. As a result of assessment work related to the electrical improvements, it was discovered that the structure needed attention and electrical design was put on hold until the gazebo structural assessment and repair options could be completed. By modifying this contract, the gazebo structure design will address the areas needed for repair and allow the electrical design to proceed. Since they are interconnected and occupy the same space, the gazebo structure design directly impacts the electrical service design.

Emergency Justification: Emergency action is requested so that the design can be completed in time for construction to begin in the early spring of 2021, allowing the project to be completed with minimal impact on park and gazebo users.

 

Benefits to the Public: These improvements will benefit the public by renovating the deteriorating amenities within the park. Additionally, the public will be able to utilize the new electrical service for concerts and events.

Master Plan Relation: This project supports the Recreation and Parks Departments’ Master Plan’s goal of updating five neighborhood parks per year while improving overall maintenance standards, safety, and design.

 

Fiscal Impact: The expenditure of $19,500.00 was authorized for Heritage and Maloney Park Electrical Design by PO223866, per 0079-2016. This ordinance will provide funding that will modify the previously authorized amount by $24,060.00. $24,060.00 is budgeted and available from within the Recreation and Parks Voted Bond Fun 7702 to meet the financial obligations of this contract modification. The aggregate total amount authorized, including this modification, is $43,560.00.

($24,060.00)

 

Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to modify the contract with Abbot Studios to provide professional services associated with the Maloney Park Improvements Design Project; and

 

WHEREAS, it is necessary to authorize the expenditure of $24,060.00 from the Recreation and Parks Voted Bond Fund 7702; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to modify this contract so that the design can be completed in time for construction to begin in the early spring of 2021, allowing the project to be completed with minimal impact on park and gazebo users, adding to the preservation of public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to modify the existing contract with Abbot Studios, previously authorized by PO223866, per 0079-2016, to provide professional services associated with the Maloney Park Improvements Design Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. For the purpose stated in Section 1, the expenditure of $24,060.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Recreation and Parks Voted Bond Fund 7702 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
