Title: To authorize the Director of Public Utilities to modify an existing professional services agreement with H.R. Gray & Associates Inc. for the Wastewater Treatment Facilities Professional Construction Management (PCM) project Mod #3; to authorize the transfer of up to $998,679.98 within and the expenditure of up to $1,122,922.21 from the Sanitary Sewer General Obligation Fund; and to amend the 2019 Capital Improvements Budget. Explanation

1. Background: This legislation authorizes the Director of Public Utilities to modify (Mod #4) an existing professional services agreement with H.R. Gray & Associates Inc. for the Wastewater Treatment Facilities (WWTF) Professional Construction Management (PCM) Services for the Division of Sewerage and Drainage. The contract provides construction administration and management services including, construction inspection, construction and startup coordination, reporting, budgeting, scheduling, document tracking, and related tasks associated multiple projects. This modification provides funding for PCM services in support of the Jackson Pike Waste Water Treatment Plant (JPWWTP) Facilities and Equipment Upgrade for the Whittier Street Storm Tanks (WSST) Project, CIP 650258-100001. This encumbrance is necessary to align funding to the correct project.
