Explanation

This ordinance authorizes Columbus City Council to enter into grant agreement with the Columbus/Central Ohio Building and Construction Trades Council in support of the Building Futures pre-apprenticeship program.

The Columbus/Central Ohio Building and Construction Trades Council partners with Franklin County and the Columbus Urban League to offer residents a path to the middle class. Building Futures is a 12-week program that provides the skills necessary to begin a career in the region’s booming construction industry. No experience in the construction industry is necessary or required to apply. A career with one of the affiliated trades listed below will provide participants with a great starting wage, health benefits and retirement benefits. After the successful conclusion of the 12 week program, participants will have a pathway into a registered apprenticeship program.

                     Drywall Finishers

                     HVAC-R

                     Electricians

                     Plumbers

                     Sheet Metal Workers

                     Sprinkle Fitters

                     Sign & Display

                     Tile Layers

 

This funding will support a cohort of students to participate in Building Futures. In addition to learning fundamental trade skills, participants also learn critical life skills such as personal and professional development and financial literacy.

 

Fiscal Impact: Funding is available within the Job Growth subfund.

 

Emergency action is requested in order to avoid any delay in providing the resources necessary to initiate a Building Futures cohort.

 

Title

To authorize Columbus City Council to enter into a grant agreement with the Columbus/Central Ohio Building and Construction Trades Council in support of the Building Futures pre-apprenticeship program; to authorize an appropriation and expenditure within the Jobs Growth subfund; and to declare an emergency. ($220,000.00)

 

Body

WHEREAS, Building Futures is a 12-week program that provides the skills necessary to begin a career in the region’s booming construction industry; and

 

WHEREAS, a career with one of the affiliated trades will provide participants with a great starting wage, health benefits and retirement benefits; and

 

WHEREAS, in addition to learning fundamental trade skills, participants also learn critical life skills such as personal and professional development and financial literacy; and

 

WHEREAS, an emergency exists in the usual daily business of the city in that it is immediately necessary to authorize City Council to enter into a grant agreement with the Columbus/Central Ohio Building and Construction Trades Council to avoid any delay in initiating a Building Futures cohort, for the preservation of the public health, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That Columbus City Council is hereby authorized to enter into a grant agreement with the Columbus/Central Ohio Building and Construction Trades Council in support of the Building Futures pre-apprenticeship program.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $220,000.00 within the Job Growth subfund, fund 1000, subfund 100015, to Columbus City Council per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That per the action authorized in Section 1 of this ordinance, the expenditure of $220,000.00 or so much thereof as may be necessary, is hereby authorized per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That this contract is authorized in accordance with the not-for-profit contract provisions in Section 329.30 of Columbus City Codes.

 

SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
