Title: To authorize and direct the Board of Health to enter into various contracts for the provision of providing social and economic support related to COVID-19 testing and diagnosis, including isolation and quarantine to low-income individuals and families, paying particular attention to the populations especially at high-risk of adverse outcomes due to COVID-19, to the residents of the City of Columbus; to authorize the expenditure of $634,000.00 from the Health Department's Grants Fund; and to declare an emergency. Explanation

BACKGROUND: Columbus Public Health has been awarded a grant from the Ohio Department of Health for the COVID-19 Care Resource Coordination Support Grant for the period of August 1, 2020 through December 30, 2020. Columbus Public Health has been designated as the primary grantee agency and administrator of the COVID-19 Care Resource Coordination Support Grant in the City of Columbus. The grant funds awarded provide $634,000.00 in community support funds for various agencies in the City of Columbus.

All of the selected agencies will provide social and economic support related to COVID-19 testing and diagnosis, including isolation and quarantine to low-income individuals and families, paying particular attention to the populations especially at high-risk of adverse outcomes due to COVID-19, to the residents of the City of Columbus. The list of agencies are below:

Council on Islamic Relations $ 60,000.00
Creative Housing, Inc $ 60,000.00
Vineyard Community Center $ 60,000.00

Emergency action is requested to allow the financial transaction to be posted in the City’s accounting system as soon as possible to bolster the emergency response to the COVID-19 pandemic.

FISCAL IMPACT: The COVID-19 Care Resource Coordination Support Grant is entirely funded by the Ohio Department of Health. This program does not generate any revenue or require a City Match. This ordinance is contingent upon the passage of Ordinance No: 2150-2020 that authorizes the acceptance and appropriation of $743,273.00 for the COVID-19 Care Resource Coordination Support Grant.
