Explanation

This ordinance authorizes the Office of the Mayor to accept and appropriate funds from the Columbus Foundation and utilize Federal CARES Act funds to modify a contract by increasing funding with Nationwide Children’s Hospital to lead teen reproductive health education efforts within selected Columbus City Schools in the CelebrateOne high priority neighborhoods of Linden, Franklinton, Hilltop, Northeast, South Side, Southeast and Near East.

 

Due to the Covid-19 pandemic, there is not a scheduled date for students to return to school. Therefore there is a large amount of uncertainty relative to the ways in which agencies and programs can engage with youth around the topic of reproductive health.  Since students are learning in a virtual environment due to the Covid-19 pandemic, Federal CARES Act funding is being requested in order to add additional services and resources to the teen reproductive health initiative under the broader CelebrateOne program. This Federal CARES Act funding will provide fiscal resources that will allow Nationwide Children’s Hospital to adapt the current curriculum for teen reproductive health such that services can be provided in a virtual format.

 

The additional funding will come from two sources; the Columbus Foundation and Federal Cares Act funds. The Columbus Foundation will provide $83,268.50 in additional funding and Federal Cares Act appropriations will provide $250,000.00 in additional funding, for a total of $333,268.50 in additional proceeds. It should be noted that this contract will support the CelebrateOne goal to improve reproductive health planning by implementing evidence based teen pregnancy prevention programs virtually.  

 

The original contract, PO189569 was established via Ordinance 1637-2019 and modified by Ordinance 3142-2019, which passed December 9, 2019.  This modification will not change the current end date for the contract, which is set for June 30, 2021.

 

Emergency action in being requested so that this contract can be modified quickly to ensure that these virtual services can be provided without delay. In addition, Federal CARES Act funds are currently set to expire by December 31, 2020. Therefore, there is an urgent need to encumber these funds prior to the expiration date.

 

FISCAL IMPACT:  This ordinance authorizes an expenditure of $250,000.00 from the CARES Act Fund 2207 and $83,268.50 within the Private Grants Fund (Fund Number 2291, Grant G401901) with Nationwide Children’s Hospital for the provision of teen reproductive health education efforts in a virtual environment.

 

Title

To authorize the Office of the Mayor to accept and appropriate $83,268.50 in funding from the Columbus Foundation; to authorize the Office of the Mayor to modify a contract with Nationwide Children’s Hospital for virtual format teen reproductive health education; to authorize the expenditure of $250,000.00 from the CARES Act Fund; to authorize the expenditure of $83,268.50 from the Columbus Foundation Private Grant Fund; and to declare an emergency. ($333,268.50)

 

Body

WHEREAS, $333,268.50 in additional funds are needed for the continuation of  reproductive planning education in a virtual format with $250,000.00 coming from the CARES Act Fund 2207 and $83, 268.50 coming from the Columbus Foundation and,

 

WHEREAS, it is necessary to modify a contract  by increasing the contract amount so that teens can be engaged and receive reproductive health education in a virtual format since they are not in school during the pandemic; and,

 

WHEREAS, the expenditure of Federal CARES Act funding is needed to modify a contract with Nationwide Children’s Hospital in order to adapt the current curriculum for teen reproductive health such that services can be provided in a virtual format and that this need has arisen due to the COVID-19 public health emergency; and

 

WHEREAS, such expenditure of funds has not been previously accounted for in the 2020 Budget;

 

WHEREAS, this ordinance is being submitted as an emergency measure so that timely services can proceed without interruption; and

 

WHEREAS, an emergency exists due to the COVID -19 pandemic in the usual daily operation of the Office of the Mayor in that it is immediately necessary to modify a current contract for teen reproductive health education so that such services can be provided quickly and Federal CARES Act funds can be utilized before the federal deadline of December 31, 2020 thereby preserving the public health, peace, property, safety and welfare;  Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Office of the Mayor is hereby authorized, upon receipt of cash or executed agreement, to accept and appropriate $83,268.50 in funds from the Columbus Foundation, per the accounting codes in the attachment to this ordinance.

 

SECTION 2. That the Office of the Mayor is hereby authorized to modify, by increasing the contract amount, with Nationwide Children’s Hospital, so that the hospital can adapt the current curriculum for teen reproductive health to a virtual format.

 

SECTION 3.That the expenditure of $83,268.50, or so much thereof as may be needed, is hereby authorized from the Private Grants Fund 2291, per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the expenditure of $250,000.00, or so much thereof as may be needed, is hereby authorized from the CARES Act Fund 2207, per the accounting codes in the attachment to this ordinance. 

 

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary. 

 

SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 7. That, at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 8. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
