Title: To authorize the Director of the Department of Finance and Management to enter into a license agreement with the State of Ohio Environmental Protection Agency for placement of an air quality monitoring station at the Jackson Pike Wastewater Treatment Plant, on a portion of the site identified as Franklin County Parcel No. 425-289816, 2020 Jackson Pike, Columbus, Ohio, and to declare an emergency.
Explanation

Background: The Department of Public Utilities as an “in kind” contribution in support of the State of Ohio Environmental Protection Agency’s (Ohio EPA’s) Air Quality Monitoring Program, wishes to provide space at the Jackson Pike Wastewater Treatment Plant (JPWWTP) on a portion of the site identified as Franklin County Parcel No. 425-289816, 2020 Jackson Pike, for placement of and access to an air quality monitoring station to monitor air quality including particulate matter (PM2.5) and metals. This ordinance authorizes the Director of Finance and Management, on behalf of the Department of Public Utilities to execute a license agreement with the State of Ohio Environmental Protection Agency for a period consisting of five (5) consecutive one (1) year terms with an option for one renewal period of five (5) consecutive one (1) year terms to locate and access an air quality monitoring station at JPWWTP, and to declare an emergency.

Emergency Justification: Emergency action is requested to allow Ohio EPA to install an air quality monitoring station and begin monitoring air quality at the earliest possible date.

Fiscal Impact: The Department of Public Utilities is providing the site space at JPWWTP and 120 volt electrical service to the air quality monitoring station as “in kind” support at no cost to Ohio EPA.
