Explanation

 

BACKGROUND:  This legislation authorizes the Director of Public Utilities to enter into a professional consulting service agreement with Tetra Tech, Inc. to provide development and facilitation of a multi-agency table-top exercise and a functional exercise to examine and validate the O’Shaughnessy Dam Emergency Action Plan (EAP) as recommended by the Ohio Department of Natural Resources (ODNR) Dam Safety Office and required by the Federal Energy Regulatory Commission (FERC).

The scope of services includes using the Homeland Security Exercise and Evaluation Program (HSEEP), the consultant will facilitate the exercises and provide an After-Action Report and Improvement Plan following each exercise identifying any deficiencies in resources, improving coordination efforts between the Division of Water and emergency management authorities and first responders, clarifying roles and responsibilities of those entities identified in the EAP, improving individual performance of responders and gaining public recognition of the plan.

PROCUREMENT:  The project was formally advertised on the Vendor Services website and Bonfire from September 8, 2020 to November 20, 2020.  The city received three (3) responses.  All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on December 2, 2020.  The Evaluation Committee selected Tetra Tech, Inc. as the vendor for this project.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government.

FISCAL IMPACT:  Funding has been identified within the Department of Public Utilities 2021 Operating Budget in the amount of $49,754.60 for this purpose. This ordinance is contingent on the passage of the 2021 operating budget, Ordinance 2503-2020.

Body

 

WHEREAS, the Department of Public Utilities advertised a Request for Proposals to provide development and facilitation of a multi-agency table-top exercise and a functional exercise to examine and validate the O’Shaughnessy Dam Emergency Action Plan (EAP) as recommended by the Ohio Department of Natural Resources (ODNR) Dam Safety Office and required by the Federal Energy Regulatory Commission (FERC) and;

 

WHEREAS, three (3) proposals were received and evaluated according to the provisions of Columbus City Code Chapter 329; and

 

WHEREAS, based on the evaluation of the proposals, the Department of Public Utilities accepted the proposal submitted by Tetra Tech, Inc.; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Public Utilities to enter into a professional consulting service agreement with Tetra Tech, Inc, for the development and facilitation of a multi-agency table-top exercise and a functional exercise to examine and validate the O’Shaughnessy Dam Emergency Action Plan (EAP) as recommended by the Ohio Department of Natural Resources (ODNR) Dam Safety Office and required by the Federal Energy Regulatory Commission (FERC); NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Public Utilities be and is hereby authorized to enter into a professional consulting service agreement with Tetra Tech, Inc. for the development and facilitation of a multi-agency table-top exercise and a functional exercise to examine and validate the O’Shaughnessy Dam Emergency Action Plan (EAP) as recommended by the Ohio Department of Natural Resources (ODNR) Dam Safety Office and required by the Federal Energy Regulatory Commission (FERC).

 

SECTION 2. That said firm shall conduct the work to the satisfaction of the Director of the Department of Public Utilities.

 

SECTION 3. That the expenditure of $49,754.60 or so much thereof as may be needed, is hereby authorized in Fund 6100 Sanitary Sewer Operating Fund, Fund 6000 Water Operating Fund, Fund 6300 Power Operating Fund, and Fund 6200 Stormwater Operating Fund, in object class 03 Services in the amount of $49,754.60 per the accounting codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
