Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Granite Construction Company for the Lower Olentangy Tunnel Project, CIP# 650724-100000.
The Lower Olentangy Tunnel will work in tandem with the four pillars of the Blueprint Columbus program to enable the City to address several elements of its sewer consent orders that the four pillars alone cannot improve water quality in the Olentangy River. The project will provide hydraulic relief to both the Franklin Main Interceptor Sewer and the Olentangy Scioto Interceptor Sewer near Second Avenue and near Tuttle Park; it will also mitigate designed sewer relief structures per the consent order.

2. THE PROJECT TIMELINE: All work shall be substantially complete by June 30, 2026, with final completion to occur by December 31, 2026. The City anticipates issuing a Notice to Proceed on or about May 1, 2021.
3. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened two (2) bids on December 23, 2020 from Granite Construction Company and Bonsai JV. The bids were evaluated using the Bid Tabulation and Quality Factor Form processes.
