Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Service to modify a professional services contract with Resource International to add additional funds for design of the Resurfacing - Pavement and Asset Management 2019 project.

The intent of this project is to provide the City of Columbus, Department of Public Service, with an experienced and professional consulting firm to perform a pavement condition survey, assessment, and inventory service on the entire City network consisting of approximately 2,100 centerline miles.  Data collected through the pavement condition survey will be used within Lucity to develop preliminary budgets, maintenance strategies, and aid in resurfacing planning/coordination.

 

The original contract was approved by Council via Ordinance 0681-2020 on 4/20/20.  It included an estimated funding amount to perform data collection of right-of-way assets if the Department of Public Service should decide to proceed with that work. These right-of-way assets include but are not limited to sidewalk, ADA curb ramps, curbs, signs, pavement markings, and traffic signals.  The Department of Public Service would like to proceed with this data collection.  The cost to perform this work will exceed the estimated amount included in the contract for this work, requiring additional funding to be added to the contract. It was deemed to be more cost efficient to modify the existing contract than to bid any part of this work that may exceed the contract amount.

The contract amount including all modifications:               $1,500,000.00 

 

Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against Resource International.

 

2.  CONTRACT COMPLIANCE

The contract compliance number for Resource International is CC004197 and expires 01/23/22.

 

3.  FISCAL IMPACT

Funding in the amount of $218,321.54 is and budgeted for this expenditure within the Streets and Highways Bond Fund, Fund 7704, Project P530282-100145.  The funds are appropriated. 

 

4.  EMERGENCY DESIGNATION

Emergency action is requested to prevent delays in the completion of the data gathering so maintenance plans can be developed as soon as possible to preserve City assets.

Body

WHEREAS, contract PO224635 with Resource International in the amount of $1,281,678.46 was authorized by Ordinance 0681-2020; and

 

WHEREAS, it has become necessary to modify the contract with Resource International in an amount up to $218,321.54 to provide additional funds for data collection related to right-of-way assets for the Resurfacing - Pavement and Asset Management 2019 project; and

 

WHEREAS, funds are budgeted, appropriated, and available for this contract modification within the Streets and Highways Bond Fund; and

 

WHEREAS, funds must be expended to pay for the additional project work; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director to enter into a contract modification with Resource International to prevent delays in the completion of data gathering so maintenance plans can be developed as soon as possible to preserve City assets, thereby preserving the public health, peace, property, safety, and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

                     

SECTION 1.  That the Director of Public Service be, and hereby is, authorized to enter into a contract modification with Resource International, 6350 Presidential Gateway, Columbus, Ohio, 43231, for the Resurfacing - Pavement and Asset Management 2019 project in the amount of $218,321.54, or so much thereof as may be needed.

 

SECTION 2.  That the expenditure of $218,321.54, or so much thereof as may be needed, is hereby authorized in Fund 7704 (Streets and Highways Bond Fund), Dept-Div 5911 (Infrastructure Management), Project P530282-1000145 (Resurfacing - Pavement and Asset Management 2019), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
