Title: To authorize the Director of Recreation and Parks to modify an existing contract with Hardline Design Company for professional services associated with the improvements to the Scioto Southland Community Center, previously known as Indian Mound Community Center, to authorize the transfer of $53,482.80 within the Recreation and Parks Voted Bond Fund, to authorize the amendment of the 2020 Capital Improvements Budget; to authorize the expenditure of $53,482.80 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to modify an existing contract with Hardline Design Company for professional services associated with the improvements to the Scioto Southland Community Center, a recently renamed facility previously known as Indian Mound Community Center. The modification amount being authorized by this ordinance is $53,482.80.

The improvements to the former Indian Mound Community Center included updating the HVAC, plumbing, and electrical systems. Existing classrooms and the gymnasium were also improved. Additions to the facility included a new art room, ceramics room, fitness center, classrooms, game room, restrooms, kitchen, welcoming lobby and offices. The existing 10,127 square foot facility was expanded to 32,000 square feet, greatly enhancing the facility for community use.

The construction of this project finished nearly 8 months past the contractual deadline of November 2019. As a result, extended services were required of the design professional to manage the construction contract and to provide construction inspection services through the completion of the project in June 2020. The need for the additional services was a direct result of construction activities passed the contractual completion date that could not have been foreseen at when the contract was initially awarded. Due to a claim resolution process involving the construction contractor, the level of effort of the design professional was able to be determined and finalized recently.
