Title: To authorize the Finance and Management Director to enter into two (2) contracts for the option to purchase EMS Ballistic Vests and Helmets with Blue Line Innovations, LLC and Galls, LLC; to authorize the expenditure of $2.00 from General Budget Reservation BRPO001343; and to declare an emergency. Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish two (2) Universal Term Contracts (UTC) for the option to purchase EMS Ballistic Vests and Helmets with Blue Line Innovations, LLC and Galls, LLC. The Division of Fire is the sole user for EMS Ballistic Vests and Helmets which are used by Emergency Medical Services team members for protection in high risk situations. The term of the proposed option contracts would be approximately two (2) years, expiring November 30, 2022, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on December 3, 2020. In addition, the expenditure of $2.00 is hereby authorized from General Budget Reservation BRPO001343.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ017059). Three (3) bids were received. One bidder was deemed non-responsive as they did not provide pricing for the entire term of the contract, as specified. Galls LLC bid an alternate for Items 1-9 that did not meet specifications.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:

Blue Line Innovations LLC, CC# 022341 pending, Items 1-9, $1.00
Galls LLC, CC# 007478 expires 7/25/19, Items 10-14, $1.00
Total Estimated Annual Expenditure: $270,000, Division of Fire, the sole user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the previous contract has expired.

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
