Explanation
This legislation authorizes the Director of Public Utilities to renew the contract with AEP T&D Services, LLC for the purpose of providing training services related to a journeyman electrical apprenticeship program that is formal and progressive. The proposed training was deemed manifestly impractical to bid as AEP is the only vendor able to offer up to five (5) complete apprenticeship programs at their local facility eliminating the need for travel and additional expenses. AEP is also able to offer additional elective and customized classes to meet the specific needs of the Division of Power.
The original contract was established for one (1) year from the date of execution, with the option to renew annually with the approval of City Council and the appropriation of necessary funds.

To authorize the Director of Public Utilities to renew its contract with AEP T&D Services, LLC for the purpose of providing training services related to a journeyman electrical apprenticeship program; and to extend the contract to a new expiration date of April 6, 2022. ($0.00)

WHEREAS, the Department of Public Utilities has an ongoing need for training services to prepare staff to safely and effectively perform the tasks covered by this program; and
WHEREAS, AEP T&D Services, LLC has the skills, staff, and fully-equipped local training facility to train the employees of the Division of Power; and
WHEREAS, due to the nature of the training required and the lack of programs available locally which perform said training, it is in the City’s best interest to renew the contract with AEP T&D Services, LLC; and
WHEREAS, the Department of Public Utilities has a need to renew the contract with AEP T&D Services, LLC for the purpose of providing training services related to a journeyman electrical apprenticeship program; for the Division of Power; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director to renew the contract with AEP T&D Services, LLC for training services related to a journeyman electrical apprenticeship program; thereby, preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Utilities is hereby authorized to renew the contract with AEP T&D Services, LLC, in accordance with the terms and conditions as shown in the agreement on file in the office of the Department of Public Utilities.
SECTION 2. That said firm shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Power.
SECTION 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
