Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Service to modify a professional services contract with Fishbeck, Thompson, Carr & Huber (Fishbeck) to add additional funds for design of the Bridge Rehabilitation - General Engineering (2020).
Ordinance 2402-2020 authorized the Director of Public Service to enter into a professional services contract with Fishbeck for the Bridge Rehabilitation - General Engineering (2020) project. The intent of this contract is to provide the Department of Public Service additional resources to perform various professional engineering, survey, and technical expertise tasks.
This is an unplanned modification that is necessary as the cost of the existing tasks were unknown and more funds are necessary to complete these tasks. The work funded by this modification is closely related to work already in progress on the contract. It is to the City’s benefit to extend the contract and utilize the current consulting firm that is familiar with the work.
The original contract amount: $300,000.00 (Ord. 2402-2020, PO250074)
The total of Modification No. 1: $200,000.00 (This Ordinance)
The contract amount including all modifications: $500,000.00
Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against Fishbeck.
2. CONTRACT COMPLIANCE
The contract compliance number for Fishbeck is CC011999 and expires 9/21/2022.
3. FISCAL IMPACT
Funding in the amount of $200,000.00 is available within the Streets and Highways Bond Fund, Fund 7704, within the Department of Public Service. An amendment to the 2020 Capital Improvements Budget and a transfer of funds and appropriation are necessary to align funding for these project expenditures.
4. EMERGENCY DESIGNATION
Emergency action is requested to complete the project in a timely manner, to preserve the safety of the traveling public.
