Explanation
BACKGROUND: The Division of Police needs to transfer money from the State Law Enforcement Contraband Seizure Fund to the General Fund. Funds were transferred into the seizure fund in error through a revenue correction last year. Only a portion of the amount transferred to the seizure fund was from a forfeited car sold at auction. The remaining portion should have remained in the general fund for the sale of impound cars at auction. There is an additional need to appropriate seizure funds in the amount of $46,725.00 into object class 10 which is the transfer line, thereby allowing the division to transfer the funds back to the general fund.
Emergency Designation: Emergency legislation is necessary in order to transfer revenue back into the correct fund.
FISCAL IMPACT: This transaction authorizes the appropriation and transfer of funds from the State Law Enforcement Contraband Seizure Fund to the General Fund. The Funds were inadvertently deposited into the Seizure Fund instead of the General Fund. This transaction will correct that error.

To authorize an appropriation in the State Law Enforcement Contraband Seizure Fund; to authorize the transfer of funds from the State Law Enforcement Contraband Seizure Fund to the General Fund; and to declare an emergency. ($46,725.00)

WHEREAS, the Division of Police needs to appropriate $46,725.00 in the State Law Enforcement Contraband Seizure Fund; and,
WHEREAS, the Division of Police needs to transfer money from the State Law Enforcement Contraband Seizure Fund to the General Fund due to an erroneous revenue correction that occurred last year.
WHEREAS, an emergency exists in the usual and daily operation of the Division of Police, Department of Public Safety, in that it is immediately necessary to transfer funds from the State Law Enforcement Seizure Fund to the General Fund for the immediate preservation of the public peace, health, property, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That from the unappropriated monies in the State Law Enforcement Contraband Seizure Fund, the sum of $46,725.00 is appropriated in Fund 2219, Subfund 221901-State Law Enforcement Contraband Seizure Fund in Object Class 10-Transfer out, per the account codes in the attachment to this ordinance
SECTION 2. That the sum of $46,725.00 be and is hereby authorized to be transferred from the State Law Enforcement Contraband Seizure Fund to the General Fund, per the account codes in the attachment to this ordinance.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
