Columbus Public Health has been awarded a grant from Franklin County Board of Commissioners for the Alcohol and Drug Services (ADS) Division for the purpose of establishing a formal collaboration and by consent of the Franklin County Sheriff's Office to utilize dedicated space at the Franklin County Correctional Center II supporting the planning, implementation and operationalizing of the Franklin County Rapid Resource Center located in the Franklin County Correction Center 11, 2460-Jackson Pike, Columbus, OH 43223. This ordinance is needed to accept and appropriate up to $10,000.00 in grant monies to fund the Franklin County Rapid Resource Center for the period of February 4, 2021 through February 3, 2023.
Opioid-related overdose mortality is the leading cause of death among people released from jails or prisons. Columbus Public Health and Franklin County OJPP recognize the importance of coordination across criminal justice, public health, and community organizations to reduce barriers to social services, ensure access to health insurance, and improve short and long-term outcomes for justice involved individuals. The Franklin County Office of Justice Policy and Programs (OJPP) applied for and was successfully awarded state and federal justice grant funding to support the development and implementation of the Rapid Resource Center for Justice. The RRCJ involves individuals recently released from the Franklin County Correction Center II and are in need of assistance for various outcomes, including, treatment referral and linkage, medical and dental appointment scheduling, healthcare and public benefits establishment, case management, peer mentoring, basic personal hygiene products, employment assistance, housing referral and linkage, harm reduction education and access to naloxone.
This ordinance is submitted as an emergency in order to ensure Columbus has harm reduction services to continue to save lives.
