Title: To authorize the Director of Finance and Management to execute a License Agreement by and between the City and the Franklin County Board of Elections for temporary use of classroom and storage space located at 750 Piedmont Avenue; and to declare an emergency.
Explanation

Background: This legislation authorizes the Director of Finance and Management to execute a new License Agreement by and between the City and the Franklin County Board of Elections, for temporary use of classroom and common areas for provision of election poll worker training and an area for storage of election equipment at the City facility located at 750 Piedmont Avenue, Columbus, Ohio. The Board of Elections has used the space since 2019 and continues to have a need of temporary classroom space to conduct election poll worker training for the 2021 Primary Election and General Election. The City’s Piedmont Building is available and well suited to meet the Board of Election’s needs. The License Agreement will be for set times and dates through November 30, 2021.

Fiscal Impact: No funds are required. The City will receive compensation to offset the City’s cost for provision of utilities and janitorial services provided during the term of the License Agreement.

Emergency Action: This legislation is presented as emergency in order to allow the Franklin County Board of Elections to immediately begin election poll worker training classes for the 2021 Primary Election as soon as possible.

WHEREAS, the Franklin County Board of Elections has a continued need of temporary classroom space in order to provide training for poll workers and for storage of election equipment for the 2021 Primary and General Elections; and
WHEREAS, the City has space available at its 750 Piedmont Avenue building to meet the needs of the Franklin County Board of Elections; and
