Explanation

 

BACKGROUND: This ordinance authorizes the payment of $8,899.20 for vacation time and benefits which have accumulated in excess of the maximum amount established by the salary ordinance for the Division of Police Chief of Police, Thomas Quinlan.  The Police MCP Section 12 states that upon approval by City Council, vacation payout is allowed if there are emergency work requirements and vacation time is unable to be used due to the emergent circumstances.  In 2020, Chief Quinlan was unable to use vacation time due to emergent circumstances surrounding the COVID-19 pandemic and civil unrest in the city of Columbus beginning in March of 2020 and continuing through the end of the year.

 

FISCAL IMPACT:  This ordinance represents 80 hours of vacation time. Funds are available in the 2021 Division of Police operating budget for this payment.  This ordinance is contingent upon passage of the 2021 General Fund Operating budget, ordinance 2502-2020.

 

Title

 

To authorize the payment of $8,899.20 for vacation time and benefits that accumulated in excess of the maximum amount established by the salary ordinance for Police Division Personnel. ($8,899.20)

 

Body

 

WHEREAS, The Chief of Police is requesting payment for 80 hours of unused vacation time due to emergent circumstances, and,

 

WHEREAS, Chief Quinlan’s leave balance has accumulated in excess of the amount established by the Police MCP, and,

 

WHEREAS, it has become necessary in the usual daily operation of the Division or Police, Department of Public Safety, in that it is necessary to make a monetary provision for vacation time due the Chief of Police for the reasons set forth above; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That this Council determines it is in the best interest of the City of Columbus to authorize payment to Chief of Police Thomas Quinlan in the appropriate amount due for accrued vacation time not taken by any fault of his own, and which otherwise would be forfeited.

 

SECTION 2.  That the expenditure of $8,899.20 or so much thereof as may be needed, is hereby authorized in Fund 1000, object class 01 General Fund-Personnel per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such account codes as necessary.

 

SECTION 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
