Explanation

Background:

This ordinance will authorize the Director of Recreation and Parks to enter into a contract with LifeCare Alliance in connection with the Senior Farmer's Market Nutrition Program.

 This program will provide vouchers for seniors to redeem with local organized markets, including the North Market, in various Central Ohio counties. Approximately 6,400 individuals are expected to receive vouchers.

 EMERGENCY DESIGNATION:

Emergency action is requested so that the program can be implemented by May 1, 2021 in accordance with grant conditions.

 

This ordinance is contingent upon the passage of the appropriation ordinance #0666-2021.

FISCAL IMPACT:

$226,081.00 is required from the Recreation and Parks Grant fund for the initial award with any additional awards received up to $20,000.00 to total $246,081.00.

 

A total of $255,000.00 and $197,000.00 were paid to LifeCare Alliance in 2020 and 2019, respectively, for the Senior Farmer’s Market Nutrition Program, bringing the aggregate amount for the three years to $678,081.00.

To authorize and direct the Director of Recreation and Parks to enter into a contract with LifeCare Alliance for the Central Ohio Area Agency on Aging Senior Farmer's Market Nutrition Program; to authorize the expenditure of up to $226,081.00 from the Recreation and Parks Grant Fund; and to declare an emergency.  ($226,081.00)

 

 

Body

WHEREAS,  federal and state funding for the Senior Farmer's Market Nutrition Program was awarded to the Central Ohio Area Agency on Aging from the Ohio Department of Aging; and

 

WHEREAS, it is necessary to authorize the Director of Recreation and Parks to enter into contract with LifeCare Alliance for the program; and

 

WHEREAS,  an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into said contract as services need to be implemented by May 1, 2021, thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Recreation and Parks be, and is hereby, authorized to enter into a contract in the sum of up to $226,081.00, with up to an additional $20,000.00 available, for a total amount of up to $246,081.00, with LifeCare Alliance for the Central Ohio Area Agency on Aging Senior Farmer's Market Nutrition Program for the period May 1, 2021 through November 30, 2021.

 

SECTION 2.  That the expenditure of $226,081.00 or so much thereof as may be necessary, be and is hereby authorized from Recreation and Parks Grant Fund No. 2286, Department No. 51, to pay the cost thereof, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5.  That, for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
