Explanation

BACKGROUND:  This ordinance authorizes purchase orders in the total amount of $886,215.24 for EMS miscellaneous medical supplies and SCBA parts and supplies from existing Universal Term Contracts (UTCs) for the Division of Fire from existing grant funding made available from FEMA's Assistance to Firefighters Grant via Ordinance 1702-2020, passed 07/27/2020.  The Fire Division needs to purchase miscellaneous medical supplies and SCBA parts and supplies for use in daily emergency services and emergency medical service (EMS) operations.  The existing Universal Term Contracts were established by the Purchasing Office for miscellaneous medical supplies and SCBA parts and supplies with Life-Assist, Inc., Bound Tree Medical LLC, and Atlantic Emergency Solutions, respectively.  The daily use of EMS medical supplies and SCBA parts and supplies have elevated in demand since the outbreak of COVID-19.  This legislation authorizes the Finance and Management Director to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements with Life-Assist, Inc., Bound Tree Medical LLC, and Atlantic Emergency Solutions for the purchase of these supplies for the Division of Fire.

 

Bid Information: Universal Term Contracts exist for these purchases:  Life-Assist, Inc. / Miscellaneous Medicals (PA004058 / Exp. 06-30-21); Bound Tree, LLC / Miscellaneous Medicals (PA004055 / Exp. 06-30-21), Atlantic Emergency Solutions (PA005038 / Exp. 05-30-2022).

 

Contract Compliance:  Life-Assist, Inc. #94-2440500 / Bound Tree Medical, LLC  #31-1739487 / Atlantic Emergency Solutions (#27-3187193).

 

Emergency Designation:   Emergency action is requested as funds for both medical and SCBA supplies are needed to keep supplies stocked at adequate levels.

 

FISCAL IMPACT:    This ordinance authorizes the expenditure of $886,215.24 from the Division of Fire's FEMA Assistance to Firefighters grant within the general government grant fund to purchase the aforementioned miscellaneous medical and SCBA supplies.

To authorize and direct the Finance and Management Director to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements with Life-Assist, Inc., Bound Tree Medical, and Atlantic Emergency Solutions for the purchase of miscellaneous medical and SCBA, supplies, respectively, for the Department of Public Safety, Division of Fire; to authorize the expenditure of $886,215.24 from the General Government Grant Fund; and to declare an emergency. Body

WHEREAS, there is a need for the Fire Division to purchase miscellaneous medical and SCBA supplies for use in daily emergency services and emergency medical service (EMS) operations from existing FEMA Assistance to Firefighters Grant funds; and,

 

WHEREAS, Universal Term Contracts established by the Purchasing Office exist for these purchases; and,

 

WHEREAS, an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize the Finance and Management Director to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements with Life-Assist, Inc., Bound Tree Medical, and Atlantic Emergency Solutions, to purchase said supplies in order to maintain adequate levels of such supplies, for the immediate preservation of the public health, peace, property, safety, and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized and directed to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreements with Life-Assist, Inc., Bound Tree Medical, LLC, and Atlantic Emergency Solutions for the purchase of EMS miscellaneous medical and SCBA supplies, respectively, for the Division of Fire.

 

SECTION 2.  That the expenditure of $886,215.24, or so much thereof as may be necessary, be and is hereby authorized from the General Government Grant Fund, per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
