Title: To authorize the Finance and Management Director to enter into three (3) contracts for the option to purchase Traffic Signal Detector Equipment with Path Master, Baldwin & Sours and Iron Armour; to authorize the expenditure of $3.00 from General Budget Reservation BRPO001670; and to declare an emergency. ($3.00).

Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTC) for the option to purchase Traffic Signal Detector Equipment with Path Master Inc., Baldwin & Sours Inc., and Iron Armour LLC. The Division of Traffic Management is the sole user for Traffic Control Products. Traffic Signal Detector Equipment is used to manage traffic control on roads and crosswalks throughout the City. The term of the proposed option contracts would be approximately three (3) years, expiring 1/31/2024, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on March 4, 2021. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO001670.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ017465). Five (5) bids were received.

The Purchasing Office is recommending award to the overall most responsive, responsible and best bidders as follows:

Path Master Inc., CC#006583 expires 12/22/2022, Items# 20, 30, 100 & 120, $1.00
Baldwin & Sours Inc., CC#004700 expires 10/7/2022, Items# 40, 50, 60 & 110, $1.00
Iron Armour LLC., CC#019943 expires 10/13/2022, Items# 140-160 & 180-260, $1.00

Total Estimated Annual Expenditure: $500,000.00, Division of Traffic Management, the sole user

No award on line items# 70-90, 130 & 270. These items were either not bid on or bids did not meet spec.
Baldwin & Sours made an obvious clerical error in its submission by placing pricing on the wrong lines for items# 40, 50 & 60. Purchasing verified this error with Baldwin & Sours and corrected it.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because without it the current contract expires on 3/31/2021.
