Explanation

 

BACKGROUND:  This legislation authorizes the Director of Public Utilities to modify (Mod #1) the professional engineering services agreement with Stantec Consulting Services, Inc. for the Linden Neighborhood Stormwater System Improvements - Phase 2 project (CIP 610785-100000) due additional scope items needed, in an amount up to $70,672.03, for the Division of Sewerage & Drainage/Stormwater Section. Additional services to be provided include updating current specifications that are required as the Linden Neighborhood Stormwater System Improvements - Phase 2 project advances.

 

Planning Area is 45 (South Linden).

Reasons additional goods/services could not be foreseen:

This is an unplanned contract modification as additional scope tasks have been identified after the original contract was legislated.

 

Reason other procurement processes are not used: 

Re-bid of the project will likely result in a higher project costs as much of the project history would be lost and would need to be rediscovered by another consultant unless the new RFP were won by the same consultant. In such a case, we would have missed significant time in acquiring and evaluating the new proposals without significant benefit. 

 

How cost of modification was determined:

A cost estimate for the proposed scope of work was prepared by Stantec Consulting Services, Inc. and reviewed by the Division of Sewers & Drains/Stormwater Section.

EMERGENCY DESIGNATION: An emergency designation is not requested at this time.

 

ECONOMIC IMPACT: This project will mitigate street and yard flooding, and reduce roadside drainage problems at five defined locations within or near the Linden Neighborhood of the City of Columbus.  Areas include:

Site 3 - Emerald Avenue / Eldridge Avenue

Site 4 - Framingham Circle

Site 5 - Ganson Drive / Coronet Drive

Site 6 - Walmar Drive

Site 10 - Northridge

 

FISCAL IMPACT: This legislation authorizes the expenditure of up to $70,672.03 from the Stormwater G.O. Bond Fund 6204.

 

Title

 

To authorize the Director of Public Utilities to modify and increase an engineering agreement with Stantec Consulting Services, Inc., for professional engineering services for the Linden Neighborhood Stormwater System Improvements - Phase 2 project for the Division of Sewerage & Drainage/Stormwater Section; and to authorize an expenditure of up to $70,672.03 from the Stormwater G.O. Bond Fund 6204.  ($70,672.03)

 

Body

 

WHEREAS, the Department of Public Utilities, Division of Sewerage & Drainage/Stormwater Section requires a modification and increase to EL010956 with Stantec Consulting Services, Inc. for the Linden Neighborhood Stormwater System Improvements - Phase 2 project, to provide additional funding necessary for the contract modification, for use by the Division of Sewerage & Drainage/Stormwater Section, and

 

WHEREAS, it is necessary for this Council to authorize an expenditure of up to $70,672.03 from the Stormwater G.O. Bond Fund 6204, for the Division of Sewerage & Drainage/Stormwater Section; and 

 

WHEREAS, this Ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of the City Code pertaining to contract modifications, and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Sewerage & Drainage/Stormwater Section, to authorize the Director of Public Utilities to modify and increase the current contract for the Linden Neighborhood Stormwater System Improvements - Phase 2 project with Stantec Consulting Services, Inc., now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized to modify and increase a professional engineering services agreement with Stantec Consulting Services, Inc., 1500 Lake Shore Drive, Suite 100, Columbus, Ohio 43204; for the Linden Neighborhood Stormwater System Improvements - Phase 2 project (CIP 610785-100000); for an expenditure up to $70,672.03 in accordance with the terms and conditions of the contract on file in the Office of the Division of Sewerage & Drainage/Stormwater Section.

 

SECTION 2.  That the Director of Public Utilities is hereby authorized to expend up to $70,672.03 from the Stormwater G.O. Bond Fund 6204 per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the said contractor shall conduct the work to the satisfaction of the Director of Public Utilities and the Administrator of the Division of Sewerage & Drainage/Stormwater Section.

 

SECTION 4.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 6.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 7.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 8.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
