Title: To authorize the Directors of the Department of Neighborhoods and the Department of Recreation and Parks to enter into grant agreements with various social service agencies in support of violence intervention community programming; to authorize an appropriation within the Reimagine Safety fund; to authorize a transfer and appropriation within the general fund; to authorize a transfer to and appropriation within the Recreation and Parks operating fund; to authorize expenditures within the general fund and the Recreation and Parks operating fund; and to declare an emergency. Explanation
This ordinance authorizes the Directors of the Department of Neighborhoods and the Department of Recreation and Parks to enter into grant agreements with various social service agencies in support of non-violence programming and violence intervention strategies.

In March of 2021, Columbus City Council announced the availability of funding to support violence intervention strategies in response to rising neighborhood violence. Part of Columbus City Council’s Reimagine Safety agenda involves promoting programming that fosters youth engagement, employment, and the development of skills that will encourage long-term success and stability. Following an evaluation process, Council has selected the following six agencies to work together with the Department of Neighborhoods on enacting new programming or sustaining and growing existing programming:

· Urban Scouts: $200,000.00
· Legacy Youth Sports League: $200,000.00
· Africentric Personal Development Shop: $170,000.00
· Community of Caring Development Foundation (Youth and Community Empowerment): $135,000.00
· Community Development for All People (Freedom School): $90,000.00
· Marion-Franklin Civic Association (For a Better Community): $50,000.00

In addition, Council has selected the following four agencies to work together with the Department of Recreation and Parks on enacting new programming or sustaining and growing existing programming:

· Columbus Urban League (Violence Interrupters): $200,000.00
· Community for New Direction: $170,000.00
· Martin de Porres Center: $131,000.00
· Highland Youth Garden (Green Teens 2021): $25,000.00

Fiscal Impact: Funding is available within the Reimagine Safety subfund.

Emergency action is requested in order to immediately implement or expand existing programming to address rising neighborhood violence.
