Explanation

This ordinance authorizes the Director of the Department of Neighborhoods to enter into a grant agreement with the Make -A - Day Foundation in support of their Community Appreciation & Opportunity Team (CAOT) outreach program.

 

The Make-A-Day Foundation is launching a new mobile Community Appreciation & Opportunity Team (CAOT) outreach program. By taking their outreach on the road, Make-A-Day will meet people where they live and where they are in life’s journey.

 

Make-A-Day’s CAOT outreach program will provide opportunities for homeless guests to build personal relationships with other community members. By connecting guests to community volunteers, providing made-to-order meals from gourmet food trucks, and offering professional haircuts, shampoos, styling and shaves, Make-A-Day creates an equalizing space for marginalized people to connect to caring members of their community.

 

To assist homeless guests with ongoing challenges, the Make- A-Day Foundation has established innovative partnerships with local health, behavioral health, criminal justice, community and social service agencies. These partnerships provide access to “on-the-spot” presumptive Medicaid health insurance coverage, on-sight medical, behavioral health, dental and vision service care referral, and on-site care and smart justice opportunities.

 

Make-A-Day Foundation outreach takes a relationship-centered approach that helps guests explore opportunities and avail themselves of resources that they may not otherwise consider through more traditional outreach approaches.

 

Make-A-Day Foundation's mobile program also provides a holistic set of opportunities. They use embedded, masters-level social worker and trained volunteers partner with other agency outreach programs to complete referrals and provide follow ups for health, mental health, substance use care, housing, employment and other health, social service and criminal justice opportunities. Their team leverages their human services expertise and relationships with guests to remove barriers to services, benefits and meaningful connections to the community.

                     

Fiscal Impact: Funding is available within the Neighborhood Initiatives subfund.

 

Emergency action is requested in order to avoid any delay in supporting the Make -A - Day Foundation’s Community Appreciation & Opportunity Team (CAOT) outreach program which will provide holistic opportunities to homeless residents.

To authorize the Director of the Department of Neighborhoods to enter into a grant agreement with the Make -A - Day Foundation in support of their Community Appreciation & Opportunity Team" (CAOT) outreach program; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; and to declare an emergency. ($60,000.00)

 

Body

WHEREAS, the Make-A-Day Foundation outreach provides opportunities for homeless guests to build personal relationships with other community members; and

 

WHEREAS, Make-A-Day Foundation outreach takes a relationship-centered approach that helps guests explore opportunities and avail themselves of resources that they may not otherwise consider through more traditional outreach approach; and

 

WHEREAS, the new mobile Community Appreciation & Opportunity Team (CAOT) outreach program will utilize a mobile kitchen and salon to set the tone of engagement with an act of appreciation, we change the dynamic with guests who are frequently treated as invisible and without value; and

 

WHEREAS, the Make-A-Day Foundation outreach takes a relationship-centered approach that helps guests explore opportunities and avail themselves of resources that they may not otherwise consider through more traditional outreach approaches; and

 

WHEREAS, the team at the Make -A - Day Foundation leverages their human services expertise and relationships with guests to remove barriers to services, benefits and meaningful connections to the community; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Neighborhoods in that it is immediately necessary to authorize the Director to enter into a grant agreement with the Make -A - Day Foundation which will provide holistic opportunities to homeless residents, for the preservation of the public health, safety and welfare; now, therefore,

 

 BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Department of Neighborhoods is hereby authorized to enter into a grant agreement with the Make - A - Day Foundation in support of their Community Appreciation & Opportunity Team (CAOT) outreach program.

 

SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $60,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to the Department of Neighborhoods per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the expenditure of $60,000.00 or so much thereof as may be needed pursuant to the action authorized in SECTION 1 of this ordinance, is hereby authorized in the Neighborhood Initiatives subfund, fund 1000, subfund 100018 per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be enforced from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
