Title: To authorize the Finance and Management Director to modify and renew a Universal Term Contract for the option to purchase data services with AT & T, and to declare an emergency.
Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to modify and renew an existing Universal Term Contract (UTC) for the option to obtain Data Services with AT & T. This contract provides for data service, equipment delivering the services, maintenance and repairs. Department of Technology uses this contract to provide internet services citywide.

The contract, PO007219 was established in accordance with the relevant provisions of Columbus City Code Chapter 329 relating to Sole Source provisions. The Purchasing Office did not advertise or solicit competitive bids. The contract was authorized under Ordinance Number 0328-2020, passed February 27, 2020 and will expire March 31, 2021. The City and AT & T agreed to modify the contract for three (3) additional one year terms subject to an annual mutual agreement and approval of proper City Authorities. The contract modification expiration date will be March 31, 2024.

EMERGENCY DESIGNATION: The Finance and Management Department respectfully requests this legislation be considered an emergency measure to insure there is no interruption of services provided.

FISCAL IMPACT: No funding is required to renew the option contract. The Department of Technology, and other City agencies utilizing the contract must set aside their own funding for their estimated expenditures.
