Explanation

 

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Williams Architects for the Glenwood and Windsor Swimming Pools Replacement Design Project. The contract amount is a not to exceed amount of $1,000,000.00 being authorized by this ordinance.

 

The Windsor Swimming Pool was originally built in 1968 and Glenwood Swimming Pool was built in 1973.  After serving the City of Columbus for more than fifty years, these aquatics facilities need to be replaced in order to function in an efficient and safe manner. Both pools will be improved to be more inclusive to persons with various abilities, meeting the requirements obtained by the public outreach activities which are part of the Recreation and Parks Department’s Aquatics Capital Improvement Plan. The bathhouse at Windsor, which was built in 2012, will undergo minor improvements as well. Both pools, in their current configuration, are limiting to programming based on their existing amenities. It is the intent of the design to increase the capacity of the pools for programs and to increase attendance.  In the most recent full season data totals from 2018 and 2019, Glenwood pool saw about 6600 and Windsor saw about 7000 pool visitors.

Proposals were advertised through Vendor Services, in accordance with City Code Section 329, on March 5, 2021 and received by the Recreation and Parks Department on March 25, 2021  Proposals were received from the following companies:

Of note, professional services contracts are quality based selections and not based on price. Costs were not requested nor where they part of this evaluation.

 

In accordance with City Code, a selection team evaluated the proposals and recommended Williams Architects be selected to perform the work. The firm was chosen based on their referenced projects, experience, qualifications, availability, timeline, and project approach.

Emergency Justification: Emergency action is requested so that the design can be completed and paid out by November 2021, meeting the related CDBG funding obligations. This timeline will also allow for construction to start in the winter, keeping the impact to the swimming season to a minimum.

 

Benefits to the Public: This project will benefit the public by improving two important recreational facilities that will have served their respective communities for over 50 years. It is proven that improvements to our parks and facilities provide significant health related benefits to the neighborhoods in which they are located.  

 

Community Input/Issues: As part of the Recreation and Parks Department’s Aquatics Capital Improvement Plan, residents in the service areas of these swimming pools will be engaged through their neighborhood associations and commissions. Master Plan Relation: This project supports the department’s Master Plan by continuing to improve existing aquatic facilities.

 

Fiscal Impact: $1,000,000.00 is budgeted and available from within the CDBG Fund 2248 to meet the financial obligations of this contract.

To authorize the Director of Recreation and Parks to enter into contract with Williams Architects for the Glenwood and Windsor Swimming Pools Replacement Design Project; to authorize the appropriation of $1,000,000.00 within the CDBG Fund in accordance with the 2021 Annual Action Plan as approved by Council, to authorize the expenditure of $1,000,000.00 from the CDBG Fund; and to declare an emergency. Body

 

WHEREAS, it is necessary to authorize the Director of the Recreation and Parks to enter into contract with Williams Architects for the Glenwood and Windsor Swimming Pools Replacement Design Project; and

 

WHEREAS, it is necessary to authorize the appropriation of $1,000,000.00 within the CDBG Fund 2248 and in accordance with the 2021 Annual Action Plan as approved by Council; and

 

WHEREAS, it is necessary to authorize the expenditure of $1,000,000.00 from the CDBG Fund 2248; and

 

WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to authorize the Director to enter into contract with Williams Architects so the design can be completed by November 2021 to meet CDBG funding obligations and construction be started by the Winter of 2021, keeping the impact to the swimming season to a minimum, all for the preservation of the public health, peace, property, safety, and welfare and, NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to enter into contract with Williams Architects for the Glenwood and Windsor Swimming Pools Replacement Design Project.

 

SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 4. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 5. That the appropriation of $1,000,000.00 is authorized within the CDBG Fund 2248 per the accounting codes in the attachment to this ordinance and in accordance with the 2021 Annual Action Plan as approved by Council. 

 

SECTION 6. For the purpose stated in Section 1, the expenditure of $1,000,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the CDBG Fund 2248 in object class 06 Capital Outlay per the accounting codes in the attachments to this ordinance. 

SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof,, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the
