Title: To authorize the Finance and Management Director to execute a license agreement with GGH, LLC for the use of 41 parking spaces located at 151 Garfield Avenue, Columbus, Ohio, Franklin County Tax Parcel 010-001589; and to declare an emergency.

Explanation

 

BACKGROUND: This ordinance authorizes the Director of Finance and Management to enter into a three (3) year license agreement with GGH, LLC for the period May 1, 2022 through April 30, 2025 for the use of forty-one (41) parking spaces in the City’s public parking lot located at 151 Garfield Avenue, Columbus, Ohio. The agreement allows for renewal of two (2) additional years on a year to year basis, requiring mutual agreement of both parties and approval by Columbus City Council.

 

Fiscal Impact: No funds are required. Income from the license fee will be deposited in the General Revenue Fund.

 

Emergency Action: Emergency action is requested to allow for execution of the license agreement in conjunction with the execution of the City’s lease with GGH, LLC for office space at 750 East Long Street.

To authorize the Finance and Management Director to execute a license agreement with GGH, LLC for the use of 41 parking spaces located at 151 Garfield Avenue, Columbus, Ohio, Franklin County Tax Parcel 010-001589; and to declare an emergency.

 

Body

 

WHEREAS, it is necessary to authorize the Director of Finance to enter into a license agreement with GGH, LLC for a three year term commencing May 1, 2022 and terminating April 30, 2025 for the use of forty-one (41) parking spaces in the City’s public parking lot located at 151 Garfield Avenue; and

 

WHEREAS, the agreement allows for renewal of two (2) additional years on a year to year basis, requiring mutual agreement of both parties and approval by Columbus City Council.

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Finance and Management, in that it is immediately necessary to authorize the Director of Finance and Management to execute those documents necessary to enter into a license agreement with GGH, LLC thereby preserving the public health, peace, property, safety, and welfare; now, therefore:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS

 

SECTION 1.  That the Director of the Department of Finance and Management be, and hereby is, authorized to execute those documents, as prepared and approved by the City Attorney's Office, Division of Real Estate, necessary to enter into a three (3) year license agreement for the period May 1, 2022 through April 30, 2025, by and between the City of Columbus and GGH, LLC for use of forty-one (41) parking spaces located at 151 Garfield Avenue, Columbus, County of Franklin, and State of Ohio, Franklin County Tax Parcel 010-001589

 

SECTION 2.  That the agreement allows for renewal of two (2) additional years on a year to year basis, requiring mutual agreement of both parties and approval by Columbus City Council.

SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
