Explanation                    

 

BACKGROUND:  To authorize the Director of Finance and Management to enter into a contract with Baker & Sons DBA Dark Water Solutions for the purchase of Knife Gate Valves. The Knife Gate Valves will be used by the Division of Sewerage and Drainage, Southerly Wastewater Treatment Plant to replace current valves.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 relating to competitive bidding (RFQ018116), the bids were received and opened on April 8, 2021. 

 

The City received a total of three (3) bids. Water Technology Resources submitted the lowest bid in the amount of $26,320.00. Nidaz LLC submitted the second lowest bid in the amount of $76,600.00. However, both Water Technology and Nidaz LLC did not meet bid specifications due to the fact that both firms submitted alternate valves than those listed in the bid specifications. The City specifically stated in the bid specifications that no alternates would be accepted. Therefore, Water Technology Resources and Nidaz LLC have been deemed non-responsive bidders.

 

The third lowest bidder, Baker & Sons DBA Dark Water Solutions did meet all specifications and therefore, the Division of Sewerage and Drainage recommends an award be made to Baker & Sons DBA Dark Water Solutions for all items in the amount of $76,816.00 as the most responsive, responsible and best bidder.

 

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

Body

 

WHEREAS, the Purchasing Office opened formal bids on April 8, 2021 for the purchase of Knife Gate Valves; and

 

WHEREAS, Water Technology Resources provided the lowest bid and Nidaz LLC submitted the second lowest bid , however, they did not meet the bid specifications because they bid alternates and we stated no bid alternates would be accepted; and

 

WHEREAS, the Division of Sewerage and Drainage recommends an award be made to the most responsive, responsible and best bidder, Baker & Sons DBA Dark Water Solutions; and

 

WHEREAS, the Knife Gate Valves will be used by the Southerly Wastewater Treatment Plant to replace the current valves; and

 

WHEREAS, the expenditure of $76,816.00, or so much thereof as may be needed,  is needed for the purchase of Knife Gate Valves; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to enter into a contract with Baker & Sons DBA Dark Water Solutions in accordance with the terms, conditions and specifications of Solicitation Number RFQ018116 on file in the Purchasing Office; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management be and is hereby authorized to establish a contract for all items with Baker & Sons DBA Dark Water Solutions for the purchase of Knife Gate Valves for the Department of Public Utilities, Division of Sewerage and Drainage in accordance with RFQ018116 specifications on file in the Purchasing Office.

 

SECTION 2.  That the expenditure of $76,816.00 or as much thereof as may be needed is hereby authorized in Fund 6100 (Sewer Operating Sanitary Fund) in Object Class 02 Materials and Supplies per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
