Title: To authorize the Director of Public Utilities to enter into a construction contract with Complete General Construction Company for the Southerly Waste Water Treatment Plant Service Drive Lighting Improvement Project; to authorize the expenditure of up to $693,189.51 from the Sanitary General Obligation Bond Fund; to authorize an expenditure up to $2,000.00 for prevailing wage services to the Department of Public Services from the Sanitary General Obligation Bonds Fund; and to amend the 2020 Capital Improvement Budget. Explanation

BACKGROUND: The work consists of the traffic light replacement at the US23-SWWTP Service Drive intersection shown in the DPS drawings and the addition of new street lighting along the Service Drive from US23 to the SWWTP as shown in the DPU drawings, and other such work as may be necessary to complete the contract, in accordance with the drawings, technical specifications, and City of Columbus Construction and Material Specifications.

Planning Area: 59 - Southwest

PROJECT TIMELINE: Contract work is required to be completed in a manner acceptable to the City within 330 days (substantial completion) and 360 calendar days (final completion) from the date that a Notice To Proceed (NTP) is given by the City. The City anticipates issuing a Notice to proceed on or about June 2021.

PROCUREMENT INFORMATION: The Division advertised for competitive bids submission for the subject services on the City's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Chapter 329 of the Columbus City Code. The Division of Sewerage and Drainage received two (2) bids on March 24, 2021 from the following companies:

ECONOMIC / ENVIRONMENTAL IMPACT: The increase traffic flow on US23 and the absence of a traffic light at the intersection of US23 and the North Main Entrance to the SWWTP has developed into a safety issue for drivers. The old south construction entrance to the SWWTP does have a traffic light on US23; however, a few improvements are warranted to increase driver safety.
