Explanation

1.  BACKGROUND

This ordinance authorizes the Director of Public Service to enter into professional services contracts with Moody Engineering in the amount of up to $415,260.00 for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Blvd Sidewalks project. 

 

The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources to design sidewalks to be constructed to fill gaps within the pedestrian network. Project limits are generally where gaps exist along Walford Street from Belcher Drive to Morse Road, along Sharbot Drive from approximately 350’ west of Carahan Road to Heaton Road, and along Northtowne Boulevard from Morse Road to Jonathon Court. Installation of the sidewalk will include curb ramps and drive approaches. Stormwater quantity and quality will be required.

The Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Blvd Sidewalks contract.  The project was formally advertised on the Vendor Services and Bonfire web sites from February 16, 2021, to March 9, 2021.  The City received six (6) responses.  All proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on March 23, 2021.  The responding firms were:

Moody Engineering received the highest score by the evaluation committee and will be awarded the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Blvd Sidewalks contract. 

 

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Moody Engineering.

 

2.  CONTRACT COMPLIANCE

Moody Engineering’s contract compliance number is CC012301 and expires 6/30/2021. 

 

3.  FISCAL IMPACT

Funding for this project is available in the Streets and Highways Bond Fund, Fund 7704, in an amount of up to $415,260.00.  The funds are appropriated.

 

4. EMERGENCY DESIGNATION

Emergency action is requested to expedite this contract to complete the project in a timely manner, to ensure the safety of the travelling public.

Body

WHEREAS, there is a need to enter into a professional services contract to provide for additional resources to design sidewalks to be constructed to fill gaps within the pedestrian network; and

 

WHEREAS, the Department of Public Service, Office of Support Services, solicited Requests for Proposals for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Boulevard Sidewalks project; and

 

WHEREAS, Moody Engineering submitted the best overall proposal for this project; and

 

WHEREAS, it is necessary to enter into a contract with Moody Engineering for the provision of professional engineering consulting services described above in the amount of up to $415,260.00; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to authorize the Director of Public Service to enter into contract with Moody Engineering in order to provide funding for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Boulevard Sidewalks project, to ensure the safety of the traveling public thereby preserving the public health, peace, property, safety and welfare; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That Director of Public Service be, and hereby is, authorized to enter into a professional services contract with Moody Engineering at 300 Spruce Street, Suite 200, Columbus, Ohio, 43215, for the Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Blvd Sidewalks project in an amount up to $415,260.00.

 

SECTION 2.  That the expenditure of $415,260.00, or so much thereof as may be needed, is hereby authorized in Fund 7704 (Streets and Highways Bond Fund), Dept-Div 5911 (Infrastructure Management), Project P590105-100450 (Pedestrian Safety - Walford Street, Sharbot Drive, and Northtowne Blvd Sidewalks), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  Funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
