Explanation
BACKGROUND: This ordinance authorizes the City Auditor to transfer funds between Object Classes within the Division of Police's Coronavirus Emergency Supplemental Grant Funds to properly align appropriation with projected expenditure. Ordinance 1392-2020 passed in September 2020 appropriated approximately $500,000.00 of US Justice Assistance Grant Funds within personnel to be used for sworn salaries and overtime related to Coronavirus responses. However, some of these funds need transferred to address the division's greater need of medical supplies and equipment to prevent the spread of COVID-19 within the Division and subsequently to Columbus residents. The project manager has been granted authorization and approval from the Grantors to move said funds within the grant budget. $300,000.00 will be transferred from salaries to supplies and equipment and $35,060.00 will be transferred from contractual services to equipment.
Emergency Designation: Emergency legislation is necessary in order to spend the funds by the December 31st deadline as there is no allowance for extension.
FISCAL IMPACT: This transaction authorizes a transfer of $335,060.00 within the Justice Programs Bureau of Justice Assistance Coronavirus Emergency Supplemental Funding award to properly align appropriations with projected expenditure. Funds will be moved from Personnel and Services to Supplies and Equipment.
