Explanation

 

BACKGROUND:  This Ordinance authorizes the Director of Public Utilities to renew the professional engineering services agreement with CH2M HILL Engineers for the Laboratory Upgrades Project, Capital Improvements Project No. 690554-100000, Division of Water Contract No. 2135.

 

The current laboratory spaces at the 910 Water Quality Assurance Lab (WQAL), the Dublin Road Water Plant (DRWP), and the Parsons Avenue Water Plant (PAWP) are more than 20 years old and are in need of upgrades to meet current laboratory, ergonomic, and architectural guidelines and standards.

 

The work under the original contract completed the evaluation and preliminary design report for the upgrades to the Water Quality Assurance Lab, Dublin Road Water Plant Lab and Parsons Avenue Water Plant Lab.   

 

The first planned contract renewal provided funding for the detailed design and permitting for construction of the Water Quality Assurance Lab renovations including: new countertops and casework; sinks and fixtures; lighting; and laboratory systems such as fume hoods, refrigeration and DI water systems and design of a Lab Information Management System (LIMS).

 

This planned contract renewal (number 2) will provide funding for Detailed Design of the Dublin Road Water Plant (DRWP) lab upgrades and Engineering Services During Construction for the Water Quality Assurance Lab (WQAL).

 

The planning area is “99 - Citywide” since these facilities serve the entire service area.

 

Amount of additional funds to be expended:  $2,064,500.00

Reason other procurement processes are not used: 

This work is based on the Preliminary Design Report prepared as the first phase of this project.  The scope was divided into a preliminary design phase and a detailed design phase to have better understanding of the design and construction costs upon completion of the preliminary design phase.  The Engineering Services During Construction is to perform technical engineering review and support during the construction phase by the consultant that prepared the design.  This will supplement the services provided by the Professional Construction Manager for the WQAL project.  Bidding out these services would delay the construction phase of the project and increase costs to City. 

 

How cost of renewal was determined:

The Consultant prepared a detailed estimate of cost per task for detailed scope of work, broken down by project task.  City Project management staff reviewed and approved these cost summaries.

 

ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT:  This project is necessary to bring the facilities up to current code compliance standards for the Water Quality Assurance Lab, the Dublin Road Water Plant Lab and the Parsons Ave. Water Plant Lab.  These facilities are all essential and integral components in the Columbus area water supply and treatment infrastructure.  Adequate safe supply of water is essential to economic growth and development.  Public informational meetings are not anticipated for this project, all proposed work is within the secure boundaries of the water quality assurance lab or the water treatment facilities.

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against CH2M HILL Engineers.

FISCAL IMPACT: A transfer of funds within the Water G.O. Bonds Fund - Fund No. 6006 will be necessary as well as an amendment to the 2020 Capital Improvements Budget.

Body

 

WHEREAS, Contract No. PO078201 was authorized by Ordinance No. 1802-2017, passed July 24, 2017, was executed on August 25, 2017, and approved by the City Attorney on August 29, 2017, for the Laboratory Upgrades Project; and

 

WHEREAS, Contract Renewal No. 1 to Contract No. PO078201, identified as Contract No. PO188775 was authorized by Ordinance No. 1760-2019, passed July 22, 2019, was executed August 22, 2019, and signed by the City Attorney on August 30, 2019; and

 

WHEREAS, Contract Renewal #2 (current) is needed for Detailed Design of the Dublin Road Water Plant (DRWP) lab upgrades and Engineering Services During Construction for the Water Quality Assurance Lab (WQAL); and

 

WHEREAS, future Contract Renewals will be needed to provide engineering services for the Dublin Road Water Plant (DRWP) lab upgrades and the Parsons Avenue Water Plant (PAWP) lab upgrades; and

 

WHEREAS, it is necessary to authorize the Director of Public Utilities to renew the professional engineering services agreement with CH2M HILL Engineers for the Laboratory Upgrades Project; and

 

WHEREAS, it is necessary to authorize a transfer and expenditure of funds within the Water G.O. Bonds Fund - Fund No. 6006, for the Division of Water; and 

 

WHEREAS, it is necessary to authorize an amendment to the 2020 Capital Improvements Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, Division of Water, to authorize the Director of Public Utilities to renew the professional engineering services agreement with CH2M HILL Engineers, for the Laboratory Upgrades Project, for the preservation of the public health, peace, property, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities is hereby authorized and directed to renew the professional engineering services agreement with CH2M HILL Engineers (FID #32-0100027, Two Easton Oval, Suite 500, Columbus, OH 43219; for the Laboratory Upgrades Project, in an amount up to $2,064,500.00.

 

SECTION 2.  That this Renewal is in compliance with Chapter 329 of Columbus City Codes.  The Department expects future contract renewals to fulfill the needs of the project.

 

SECTION 3. That the transfer of $1,440,446.00, or so much thereof as may be needed, is hereby authorized between projects within Fund 6006 - Water G.O. Bonds Fund, per the account codes in the attachment to this ordinance.  (*There is already $624,054.00 available in Fund 6006, CIP 690554.)

 

SECTION 4.  That the 2020 Capital Improvements Budget is hereby amended, in Fund 6006 - Water G.O. Bonds Fund, per the account codes in the attachment to this ordinance

 

SECTION 5. That an expenditure of $2,064,500.00 or so much thereof as may be needed, is hereby authorized in Object Class 06 - Capital Outlay, per the accounting codes in the attachment to this ordinance.

 

SECTION 6.  That the funds necessary to carry out the purpose of this Ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 7.  That the City Auditor is hereby authorized and directed to transfer any unencumbered balance in the project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies no longer required for said project; except that no transfer shall be made from a project account by monies from more than one source.

 

SECTION 8.  That the City Auditor is authorized to establish proper project accounting numbers as appropriate.

 

SECTION 9.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this Ordinance.

 

SECTION 10.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
