Explanation

This ordinance authorizes the Columbus City Clerk to enter into a grant agreement with the Center of Healthy Families in support of The Commission on Black Girls and Young Women’s Summer Youth Employment Project.

The Commission on Black Girls and Young Women’s Summer Youth Employment Project will work to improve the quality of life of Black girls to change perspectives, propel progress, and open pathways for Black girls. Building upon existing assets, The Center for Healthy Families will  manage an effective collaboration model for summer youth employment that achieves measurable outcomes that not only benefit youth, and their families but all of our community as a result of this program.

The program will recruit and hire up to 15 summer youth interns from diverse backgrounds (live or attend school in Columbus) to support the function(s) of The Commission. Interns will be paid $15 per hour, working up to 30 hours (late June - mid August ) per week during summer months  and up to 10 hours (mid-August - December) per week. Interns will:

Ø                     Engage in leadership opportunities

Ø                     Develop project and event management skills

Ø                     Support a strategic campaign for The Commission

Ø                     Lead and support two events for the benefit of black girls in central Ohio

§                     Black Girls Soar Back to School Rally

§                     Black Girls Soar Virtual Conference

The summer youth employment program will allow the youth team to engage the community, create transformation, propel progress, and develop leadership competencies. Participants will return to school in the fall with more skills and confidence, an expanded social network, and a greater sense of direction about their path ahead.

Emergency action is necessary to avoid causing interruptions in the delivery of program services.

Fiscal Impact: This ordinance authorizes an expenditure of $100,500.00 from funding provided to the City of Columbus from the American Rescue Plan that was passed by Congress on March 10, 2021 and signed into law on March 11, 2021.

Emergency action is requested to avoid any delay in providing the resources necessary to respond to the increased demand as a function of the COVID-19 pandemic.
