Explanation

This ordinance is a one-year contract with Halcyon Solutions, Inc. for the project completion of what should have been year 5 of 5 initially authorized by ordinance 1426-2017, however due to the COVID 19 pandemic and the death of the owner of Halcyon Solutions, Inc. a change in ownership resulted and the previously utilized State Term Schedule (STS033-534272), expiring 10-28-2020, therefore in order to continue licensing support for Tableau software and desktops, a waiver of the provision of the Columbus City Code in accordance with Section 329.27 is requested. The term period is July 25, 2021 through July 24, 2022, not subject to renewal, cost for the final year is $136,020.00, available and budgeted in the Department of Technology’s Information Services Operating Budget, and to declare an emergency.

 

Halcyon is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved finding for recovery certified search. Tableau is a data visualization and business intelligence software that provides instantaneous insight by transforming data into visually appealing and interactive visualization.  It helps the user see and understand the data quickly and find patterns that otherwise may be very difficult to detect and understand.  Tableau connects to almost every database and its resulting visualizations can be easily shared with others both on and off City’s web pages.  City departments are using this platform for data visualizations and better decision making.

 

FISCAL IMPACT

Previous ordinances for the above-described purpose have been authorized in 2019 and 2020. In 2019 and 2020, ordinances 1317-2019 and 1247-2020 authorized the third and fourth renewals of that contract to for continued licensing at a cost of $84,550.00 and $97,442.16, respectively.  This ordinance authorizes the use of a bid waiver for one year, for licensing and authorizes the expenditure of $136,020.00.  These funds are available and budgeted in the Department of Technology’s Information Services Operating Budget.

 

 

EMERGENCY: 

Emergency designation is being requested to expedite authorization in order to initiate services from this supplier and to avoid lapsed services and coverages.

Title

Body

WHEREAS, the Department of Technology is continuing to implement “Tableau,” a data visualization and business intelligence software, that provides instantaneous insight by transforming data into appealing and interactive visuals; and

 

WHEREAS, it is in the City's best interests to waive the competitive bidding provisions/requirements of the Columbus City Code for the services provided by Halcyon Solutions, Inc.; and

WHEREAS, it is necessary to authorize the Department of Technology to enter into a one-year contract with Halcyon; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Technology in that it is immediately necessary to authorize the Director to enter into a one-year contract for a period of one year to continue Tableau, a data visualization and business intelligence software, to avoid an interruption in services, for the preservation of the public health, peace, property and safety and welfare and to declare an emergency; NOW, THEREFORE:

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of the Department of Technology be and is hereby authorized to enter into contract with Halcyon Solutions, Inc. to renew Tableau software licenses for a period of one year, from July 25, 2021 through July 24, 2022 at a cost of $136,020.00.  This ordinance is a one-year contract not subject to renewal with Halcyon Solutions, Inc.

 

SECTION 2. That the expenditure of $136,020.00, or so much thereof as may be necessary, is hereby authorized to be expended from the Department of Technology, Information Services Division, Information Services Operating fund as follows in the attachment to this ordinance. (see attachment 1566-2021 EXP)

SECTION 3.  That this Council finds it in the City’s best interests to waive the relevant provisions of Chapter 329 of the City Code relating to competitive bidding to enter into this contract.

SECTION 4.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance, and to declare an emergency.

 

SECTION 6.   That for the reason stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
