Explanation

This ordinance authorizes the Executive Director of CelebrateOne, on behalf of the Office of the Mayor to modify a contract by increasing funding with Nationwide Children’s Hospital to lead teen reproductive health education efforts within selected Columbus City Schools in the CelebrateOne high priority neighborhoods of Linden, Franklinton, Hilltop, Northeast, Northland, South Side, Southeast and Near East.

 

The additional funding of $150,000.00 is from the Franklin County Department of Job and Family Services. This contract will support the CelebrateOne goal to improve reproductive health planning by implementing evidence based teen pregnancy prevention programs virtually.  

 

The original contract, PO189569 was established with Ordinance 1637-2019 and modified by Ordinance 3142-2019 which passed December 9, 2019.  Another modification was authorized by Ordinance 1745-2020 which passed on July 27, 2020.

 

Emergency designation:  Emergency action is requested in order to ensure that the work on reproductive health planning is not interrupted.

 

FISCAL IMPACT:  This ordinance authorizes an expenditure of $150,000.00 from the FCDJFS Grant No. G502061.

 

Title

 

To authorize the Executive Director of CelebrateOne, on behalf of the Office of the Mayor, to modify a contract with Nationwide Children’s Hospital for virtual teen reproductive health education; to authorize the expenditure of $150,000.00 from the General Government Grant Fund; and to declare an emergency. ($150,000.00)

 

 

Body

 

WHEREAS, $150,000.00 in additional funds are needed for the continuation of  reproductive planning education in a virtual format with funding from the Franklin County Department of Jobs and Families Services; and,

 

WHEREAS, it is necessary to modify a contract by increasing the contract amount so that teens can be engaged and receive reproductive health education in a virtual format due to the pandemic; and,

 

WHEREAS, this ordinance is being submitted as an emergency measure ; and

 

WHEREAS, an emergency exists in the usual daily operation of the CelebrateOne Office in that it is immediately necessary to authorize the Director to modify a current contract with Nationwide Children's Hospital for teen reproductive health education so that timely services can proceed without interruption, all for the immediate preservation of the public health, peace, property, safety and welfare;  Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Office of CelebrateOne is hereby authorized to modify a contract with Nationwide Children’s Hospital for virtual teen reproductive health education by increasing the contract amount.

 

SECTION 2. That the expenditure of $150,000.00 is hereby authorized from General Government Grant Fund No 2220, Grant No. G502061 per the accounting codes in the attachment to this ordinance.

 

SECTION 3. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
