Explanation

 

BACKGROUND:  The City of Columbus received funds for the Community Development Block Grant (CDBG) program from the U.S. Department of Housing and Urban Development (HUD).  The City of Columbus, as Responsible Entity must have all federally funded projects prepared in compliance with the requirements of the National Environmental Policy Act (NEPA), Council on Environmental Quality (CEQ) regulations, 24 CFR Part 58, and 24 CFR Part 93.301.  The City has a current contract with Stone Environmental Engineering and Science Inc. to provide consultation services and assist the City in preparing environmental review records authorized by PO256896 in an amount not to exceed $40,000.00 for the period of January 1, 2021 through December 31, 2021.

 

This ordinance authorizes the Director of Finance and Management to modify the existing contract with Stone Environmental Engineering and Science Inc. to increase compensation for services in an amount not to exceed $20,000.00 for a new contract amount of $60,000.00.

 

Emergency action is requested in order to avoid any delays in providing services.

 

FISCAL IMPACT:  This contract is entirely funded by a grant award from HUD.  This grant does not generate revenue or require a City match.  The increased contract amount will authorize $20,000.00 in administrative grant expenditures.

To authorize the Director of Finance and Management to modify an existing contract with Stone Environmental Engineering and Science Inc. for the provision of consultation services for the period of January 1, 2021 through December 31, 2021; to authorize the expenditure of $20,000.00 from the Community Development Block Grants Fund; and to declare an emergency.  ($20,000.00)

 

Body

 

WHEREAS, the City of Columbus has received funding from the U.S. Department of Housing and Urban Development for the implementation of Community Development Block Grant program; and

 

WHEREAS, in order to ensure compliance with regulations regarding environmental review of the Federally funded programs, it is necessary to modify an existing contract with Stone Environmental Engineering and Science Inc. for the provision of consultation services to assist the City in preparing the Environmental Review Records; and

 

WHEREAS, the contract period is January 1, 2021 through December 31, 2021; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management in that it is immediately necessary to authorize the Director to modify an existing contract with Stone Environmental Engineering and Science Inc. for the immediate preservation of the public health, peace, property, safety and welfare, and to avoid any delay in services; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Finance and Management is hereby authorized and directed to modify an existing contract with Stone Environmental Engineering and Science Inc. for the provision of consultation services for the CDBG program, for the period of January 1, 2021 through December 31, 2021.

 

SECTION 2.  That to pay the cost of said contract modification, the expenditure of $20,000.00 is hereby authorized from the Community Development Block Grants Fund, Fund No. 2248, Subfund No. 224808, Department No. 45, Division No. 4501, Object Class 03, Main Account 63050, Program CD121.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
