Title: To authorize the Finance and Management Director to enter into four (4) contracts for the option to purchase Traffic Pedestal Poles with Path Master, Traffic Control Products, Rexel USA and Signal Service; to authorize the expenditure of $4.00 from General Budget Reservation BRPO001670; and to declare an emergency. Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish four (4) Universal Term Contracts (UTC) for the option to purchase Traffic Pedestal Poles with Path Master Inc., Traffic Control Products Inc., Rexel USA Inc., and Signal Service Inc. The Division of Traffic Management is the primary user for traffic control products. Traffic Pedestal Poles are used to support transformer poles throughout the City. The term of the proposed option contract would be approximately two (2) years, expiring September 30, 2023, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on August 12, 2021. In addition, the expenditure of $4.00 is hereby authorized from General Budget Reservation BRPO001670.

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ019286). Four (4) bids were received.

The Purchasing Office is recommending award to the overall most responsive, responsible and best bidders as follows:

Path Master Inc., CC#006583 expires 12/22/2022, Items 1-3, 5-16 & 20-21, $1.00
Traffic Control Products Inc., CC#006630 expires 8/12/2023, Item# 17, $1.00
Rexel USA Inc., CC#029692 expires 8/13/2023, Item# 19, $1.00
Signal Service Inc., CC#032981 expires 8/10/2023, Items# 4 & 18, $1.00

Total Estimated Annual Expenditure: $30,000.00, Division of Traffic Management, the primary user

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to avoid an interrupted supply of product.

The companies are not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
