Explanation

BACKGROUND: Columbus Public Health has been awarded a grant from the Ohio Department of Health.  This ordinance is needed to accept and appropriate $66,000.00 in grant money to fund the Maternal and Child Health grant program, for the period October 1, 2021 through September 30, 2022. This ordinance also authorizes a contract with Mental Health America of Ohio (MHAOhio) for $66,000.00, for the provision of Maternal and Child health grant program services.

The MCHP grant provides peer support person-centered wellness projects.  The Peer Support Person-Centered Wellness objective provides support for planning and assessing the peer support systems and screening tools (behavioral and/or physical health) available within a designated target area or region that support pregnant and/or post-partum women within one year of pregnancy in year 1. Years 2 and 3 provides support to implement a plan to provide behavioral health screenings and referrals to support services to a defined target population and number of women, and staff training. This grant cycle is Year 2.

The contract compliance number for MHAOhio is 31-4412697.  MHAOhio is listed as a non-profit organization.

This ordinance is submitted as an emergency to continue the support of all activities for the Maternal and Child Health grant program.

FISCAL IMPACT:                     The Maternal and Child Health grant program is entirely funded by the grant from the Ohio Department of Health and does not generate revenue or require a City Match.
