Explanation
This ordinance authorizes an appropriation in support of programming and activities associated with the Columbus Youth Council.
The Columbus Youth Council will be convened for the 2021-2022 school year. Students selected to the Columbus Youth Council will have an opportunity to learn about city government and how they can become stewards in their community. They will be participating in several lessons dealing with topics such as the structure of city government, city development, youth services provided by our non-profit organizations, and much more. For their service on Columbus Youth Council, students will:
● Gain a greater understanding of city government and how local leaders make a difference;
● Enhance their skills in civic engagement and local leadership, becoming stewards of their community;
● Meet city leaders and have this experience on their resume for life after high school;
● Participate in communication skills training courses and workshops;
● Accrue hours toward their high school volunteer commitment;
These funds will be used for classroom supplies, lunch for students, and other items related to the class work.
Emergency action is requested in order to have funding in place for the execution of planned events.
Fiscal Impact: Total appropriation is $25,000.00 and is available in the Neighborhood Initiatives subfund.

To authorize and direct the City Auditor to appropriate $25,000.00 within the Neighborhood Initiatives subfund to City Council in support of Columbus Youth Council; and to declare an emergency. ($25,000.00)

WHEREAS, the Columbus Youth Council will be convened for the 2021-2022 school year; and
WHEREAS, students selected to the Columbus Youth Council will have an opportunity to learn about city government and how they can become stewards in their community; and
WHEREAS, students will learn about topics such as the structure of city government, city development, youth services provided by our non-profit organizations, and much more; and
WHEREAS, these funds will be used for classroom supplies, lunch for students, and other items related to the class work; and
WHEREAS, an emergency exists in the usual daily operation of the City Auditor in that it is immediately necessary to authorize an appropriation in order to have funding in place for the execution of planned events, for the preservation of the public health, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Auditor is hereby authorized and directed to appropriate $25,000.00 in the Neighborhood Initiatives subfund, fund 1000, subfund 100018, to Columbus City Council per the accounting codes in the attachment to this ordinance.
SECTION 2. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
